Soon turn Nghe An into the Science and Technology Center of the North Central region

On the morning of May 30, in Cua Lo town, the Department of Technology Application and Development, Ministry of Science and Technology in coordination with Nghe An Department of Science and Technology organized the Workshop "Promoting technology application, transfer and innovation activities in the Northern and North Central regions".

The workshop was attended by representatives of the Ministry of Science and Technology, representatives of the Department of Science and Technology of the Northern and North Central provinces. The workshop was chaired by comrades: Pham The Dung - Deputy Director of the Department of Technology Application and Development, Ministry of Science and Technology; Tran Quoc Thanh - Director of the Department of Science and Technology of Nghe An.

The 13th National Party Congress documents identified that developing science, technology and innovation is a top national policy, playing a strategic breakthrough role in the new period, and is the main driving force to promote growth, creating breakthroughs in productivity, quality and efficiency. With the spirit of putting enterprises at the center of technological innovation and innovation, the national technological innovation program has focused on key investments in the following sectors: Agriculture, Industry, Medicine and Pharmacy, aiming to improve the national scientific and technological capacity and the technology absorption capacity of enterprises.

Along with that, create key products and key products according to the State's policies and orientations; form and develop Vietnamese branded products and goods that are competitive in quality and price.

In recent times, the Party and the State have had many policies to support activities of searching, connecting, innovating technology and innovation; enhancing cooperation between universities, businesses and localities in research, transfer, and attracting investment for socio-economic development.

In particular, focus resources on promoting research, transfer, and application of scientific and technological advances, while focusing on basic research oriented towards application to effectively serve sustainable socio-economic development, ensure national security and defense, promote digital transformation, green transformation, and develop a circular economy, focusing on building and promoting solutions to attract social resources, especially from the Science and Technology Development Fund of enterprises to invest in research, application, technology transfer, and innovation activities at enterprises. In addition, promote synchronous solutions to develop the science and technology market, the startup ecosystem, and innovation.

At the workshop, localities and units also shared advantages, difficulties, obstacles and exchanged experiences in implementing policies and cooperation models, supporting businesses in searching, connecting, innovating technology and innovating.

According to Resolution 26/NQ-TW in 2013 on Nghe An development, the Central Government oriented Nghe An to become a center of science and technology in the North Central region; including developing a system of research and technology transfer agencies. At the same time, attracting research and application organizations of science and technology of central ministries and branches to the area. Accordingly, from 2017 to present, Nghe An has issued and implemented many policies to support organizations and individuals to invest, innovate technology, and apply scientific and technological advances.

Specifically: Support enterprises to invest in technology and equipment innovation, with a support level of 30% of the total investment of the project, with the supported amount not exceeding 1 billion VND/1 project. Accordingly, 11 technology innovation investment projects have been supported, with a total support amount of 7,784 billion VND; Support in the field of quality measurement standards for 108 enterprises with a total budget of 1,652 billion VND; Support in Intellectual Property for 222 diplomas, with a total supported budget of 4,396 billion VND.

In particular, in the period of 2017-2022, the Department of Science and Technology of Nghe An has proactively coordinated with all levels and sectors to develop an innovative startup ecosystem, creating a favorable business environment, attracting many new investors. In particular, the Provincial People's Committee approved the "Plan to support the development of innovative startups until 2025", opening a co-working space to support training, coaching startups and connecting with domestic and international investors and investment funds.

On the other hand, organizing many startup activities such as: Techfest North Central region; Investment Festival - Demo Day, Nghe An Hackathon Competition; Nghe An province's innovative and creative startup festival, "Searching for innovative and creative startup talents in Nghe An expansion" contest, talk shows sharing startup experiences...

In 2022, Nghe An was honored to receive the title of "Typical locality in building a startup ecosystem" voted by the Vietnam Federation of Commerce and Industry, the Ministry of Science and Technology, and the Ministry of Education and Training.

To promote the achieved results and continue to effectively implement long-term plans to promote the innovation ecosystem in the province, at the workshop, Nghe An made many recommendations and proposals: Requesting the Ministry of Science and Technology to support the organization of training courses and knowledge development related to innovative start-up activities; Strengthening programs and projects to directly support innovative start-up businesses and directly support inventions and useful solutions that have been granted intellectual property protection certificates so that they can be commercialized and created products.

Regularly organize technology and equipment fairs and connect local, regional and inter-regional supply and demand to promote the commercialization of research results and science and technology products; at the same time, consider shortening the time for granting industrial property protection certificates to create conditions for individuals and organizations to actively participate in research and innovation activities.
