Quickly resolve difficulties and grant land use rights in urban area projects

(Baonghean.vn) - That was the direction of Chairman of the Provincial People's Committee Nguyen Xuan Duong at the meeting to resolve difficulties in infrastructure planning and housing in urban areas and apartment buildings in Vinh city.

On the morning of September 1, under the chairmanship of comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, the Provincial People's Committee held a meeting on planning technical infrastructure and land, housing in urban areas, houses and apartments in Vinh city. Also attending were comrade Huynh Thanh Dien - Vice Chairman of the Provincial People's Committee, leaders of Vinh city People's Committee, relevant departments and investors.


Currently, in Vinh city, there are about 107 projects of investment enterprises in the field of urban areas, housing areas and apartments with a total area of ​​about 1,094 hectares of land; the total estimated investment is 60,000 billion VND with about over 45,000 villas, townhouses and apartments (accounting for about over 80% of investment projects in Nghe An province).

According to the assessment, the implementation process of construction investment projects is carried out in accordance with current regulations. Urban area projects, housing areas, high-rise apartments in particular have been and are being built to basically meet the huge, diverse and urgent housing needs of the city's residents, especially for those with middle and low incomes.

In addition, currently in Vinh City there are a total of 67 projects of townhouses and villas with 7,808 plots of land. Up to now, there are 6,041 plots of land that have not yet built houses, 310 plots of land that have built houses but have not submitted documents to the Department of Natural Resources and Environment for appraisal; 117 plots of land have been appraised by the Department of Natural Resources and Environment but have not submitted documents to the City People's Committee to issue certificates of land use rights to households.

At the meeting, comrade Le Sy Chien - Vice Chairman of Vinh City People's Committee pointed out the difficulties in the current management of apartment buildings. Although Vinh City People's Committee and local authorities at all levels have closely coordinated in the implementation process, the management of architecture, planning, and technical infrastructure in urban areas, residential areas, and apartment buildings in Vinh City still has many shortcomings and inadequacies.

The scale of project investment is mainly small, mostly low-rise housing or independent apartments, some projects are interspersed in residential areas, lacking social infrastructure, accompanying public services, causing great pressure on the social infrastructure system (schools, medical stations, entertainment areas, sports...), available technical infrastructure of the area, forcing the State to invest to overcome.

Investors are spending on housing construction; while construction planning standards for parking lots, public works, cultural institutions, trees, roads... are still at minimum levels.

Speaking at the meeting, representatives of investors reflected on the shortcomings in the operation process; the departments of construction, natural resources and environment, tax department, fire police, and electricity also made recommendations and discussed solutions to remove difficulties in the management of technical infrastructure planning and land, housing in urban areas, houses and apartments in Vinh city.

In particular, many opinions reflect the need to create conditions for granting land use rights certificates and property on land to people.

The representative of the Department of Construction said that it is necessary to evaluate the investor's capacity. If the investor does not meet the requirements, strong measures such as not granting an investment license should be taken.

Concluding the meeting, Chairman of the Provincial People's Committee Nguyen Xuan Duong said that the planning and construction of urban areas, residential areas and apartment buildings have met the development needs of Vinh city. However, the development process still has problems that need to be rectified. For management to be on track, the investment responsibility belongs to the investor, local authorities, and departments. The Department of Construction is requested to take the lead in advising the Provincial People's Committee on documents to manage the entire urban area and apartment building. It is necessary to resolve land and housing procedures in urban areas, decentralizing to the City People's Committee to resolve; the initial and overall basic design is the responsibility of the Department of Construction, but the implementation process is assigned to the local authorities to handle.

In case of violations and shortcomings, the Provincial People's Committee will establish an interdisciplinary inspection team to inspect the construction of houses in urban areas, thereby issuing documents to correct investors in supervising house construction; clearly informing investors of their responsibilities and imposing penalties and handling some investors who still allow the situation of building houses that are not in accordance with approved designs.

"Strengthening the management of urban areas and apartment buildings, overcoming existing problems to create a modern, civilized urban face and living space for people. This is not only to comply with legal regulations but also to be responsible for the future, for future generations" - the Chairman of the Provincial People's Committee emphasized.
