Quickly resolve the problem of land acquisition and clearance at Hua Na Hydropower Plant

(Baonghean.vn) On the morning of October 6, the Provincial People's Committee held a meeting to review and resolve existing problems in compensation and resettlement for the Hua Na Hydropower Project. This is an important project, directly related to the lives of more than 1,300 households in Que Phong district and up to now, although the plant has been put into operation, compensation and site clearance have not been completed.

Comrade Huynh Thanh Dien, Vice Chairman of the Provincial People's Committee chaired the meeting. Also attending were leaders of Hua Na Hydropower Joint Stock Company, Que Phong District People's Committee and a number of related departments, agencies and sectors.

Comrade Huynh Thanh Dien, Vice Chairman of the Provincial People's Committee, requested relevant units to promptly resolve issues related to land acquisition for Hua Na Hydropower Plant.

Up to now, more than 678 billion VND has been disbursed to pay, compensate, and support site clearance for the Hua Na Hydropower Project. Of which, all housing for households, inter-regional and intra-regional roads, water supply systems, etc. have been completed.

Mr. Truong Minh Cuong, Vice Chairman of Que Phong District People's Committee said: In order for resettled people to stabilize production, from now until the end of 2015, at least 100 billion VND is needed to pay compensation for site clearance, of which more than 40 billion will be paid to the people.

However, there are still many problems in the compensation and clearance work. These include some unfinished construction items, 7 resettlement sites have not yet allocated forestry land to households, and 8 resettlement sites have not yet completed planning for agricultural land.

Hua Na Hydropower Joint Stock Company still lacks nearly 50 billion VND to pay compensation to households. The progress of finalizing compensation, support and resettlement funds is still slow, and the consulting work is poor. Because there is no agricultural land for rice cultivation, people are not assured, cannot stabilize their lives, and have not found a solution to change production.

In his concluding remarks at the meeting, Mr. Huynh Thanh Dien reviewed the activities of the Hua Na Hydropower Project and affirmed the efforts of the local government in implementing site clearance. The current difficulties are due to the lack of coordination between the investor and the locality, lack of closeness and understanding of the actual situation, and the project owner has not been able to mobilize capital for site clearance.

In the coming time, relevant departments need to continue to direct to resolve the backlog of land, resettlement, land, infrastructure so that people can soon stabilize their lives. In particular, Que Phong district must take the lead in site clearance. Investors will coordinate to resolve related issues, avoiding the situation of "no one cries for the common father". Timely support to stabilize people's lives, not let people go hungry. Quickly resolve agricultural land, forestry land for households.

In addition, it is necessary to pay attention to infrastructure work, especially in landslide areas, concrete roads within the region, and move towards granting land use rights certificates to the people. Continue to coordinate with the agricultural sector to implement post-resettlement projects and effectively manage the exploitation of the reservoir. On the investor side, try to pay all compensation costs and support site clearance for the people by the end of November 2015.

Hua Na Hydropower Plant was permitted to be invested by the Prime Minister in 2006 under the national key program of socio-economic development and electricity safety. The plant generated electricity from Unit 1 on February 1, 2013 and from Unit 2 on March 27, 2013. Up to now, the system has always operated stably, with an average electricity output of 3.2 million kWh/day.
