Complete teacher recruitment early before the new school year
On the eve of the new school year, Nghe An is lacking thousands of teachers at all levels. Therefore, localities are urgently recruiting teachers to promptly supplement schools according to the assigned plans and targets.
Many localities have completed receiving candidate applications.
Previously, on April 22, 2024, the Provincial People's Council passed Resolution No. 10/NQ-HDND on approving the addition of public preschool and general education staff and adjusting the total number of employees receiving salaries from the budget in public service units and association organizations in 2024.
Accordingly, 2,187 public preschool and general education positions will be added to 19 districts, cities, towns and the Department of Education and Training.

Teacher recruitment is considered an urgent issue today to solve the problem of teacher shortage that has been going on for many years. In the 2024-2025 school year alone, Nghe An is expected to lack more than 6,500 positions at all levels, due to the number of classes in the province increasing by more than 200 classes. Of which, the biggest shortage is at primary, secondary and preschool levels.
Currently, after the Provincial People's Council approved the addition of teachers, localities have also begun recruiting teachers for the new school year.
In Dien Chau district, since the end of May, the district has planned to recruit 196 teachers at preschool and primary levels and 4 school accountants. The purpose is to supplement the education sector's current shortage of civil servants compared to regulations, suitable for job positions, ensuring quality, quantity, and correct structure; contributing to building a team of civil servants to meet the requirements of assigned tasks.
After more than 1 month of receiving applications, Mr. Nguyen Xuan Khoa - Head of the Department of Internal Affairs, Dien Chau District People's Committee said: Up to this point, Dien Chau district has completed recruiting district-level contract teachers, so this new recruitment will recruit new teachers and receive more than 20 teachers transferred from other places. Through synthesis, the current application for recruiting preschool teachers exceeds the assigned target with about 50 applications. However, the number of applications for primary school recruitment only meets more than half. If there are still insufficient applications, we will recruit additional applications to promptly arrange for schools before the new school year.

Thanh Chuong district has also completed receiving applications and through synthesis, the number of applications is 66 people higher than the assigned quota.
Through discussion, Mr. Nguyen Cao Thanh - Head of the District's Internal Affairs Department said: Before recruiting, we must balance the number of teachers at all levels in the area, the scale of schools in the coming school years and calculate that 10% of the number of teachers must be reduced by 2025. The current difficulty of the district is the lack of teachers at preschool and primary levels but more than 100 teachers at secondary level. Therefore, if there are not enough teachers for all levels in the coming school year, we will continue to second teachers at secondary level to teach primary school teachers.
According to the recruitment plan of Thanh Chuong district, the recruitment of teachers will be carried out in 2 rounds. In which, round 1 will check the conditions and standards of the candidates registered in the Application Form according to the requirements of the job position, if suitable, the candidate will be allowed to participate in round 2.

In round 2, candidates will take a professional exam in the form of an oral interview. The exam content includes testing the knowledge and professional skills of candidates according to the requirements of the job position to be recruited. According to the district's instructions, in case there are 2 or more people with the same total score calculated according to the provisions of Point b, Clause 1, Article 10 of Decree No. 115/2020/ND-CP in the last quota of the job position to be recruited, the head of the agency or unit with the authority to recruit civil servants will decide on the successful candidate.
Rebalance your team during the recruitment process
Across the province, although the number of positions assigned this time is over 2,000 teachers, including 1,352 positions for preschool, 369 positions for primary school, 441 positions for secondary school and 25 positions for high school, through understanding, many districts will recruit fewer positions than the assigned target.
This is to rebalance the number of teachers at all levels in the district and must be consistent with the plan to streamline teachers as required. In addition, the number of districts recruiting secondary school teachers is not much, because currently this level still has a lot of surplus teachers.

In Vinh city alone, it is expected to recruit the entire quota, including about 100 secondary school teachers because the number of classes in Vinh city has increased rapidly in the past 2 years and will continue to increase in the coming years. Currently, the number of students in Vinh city's classes is at an average of 44 students/class, close to the standard of teachers equivalent to the number of students/class according to regulations, so Vinh city does not have to rebalance teachers in classes like many other localities, which is convenient for recruiting staff. It is expected that after issuing the plan, Vinh city will soon announce the receipt of applications to complete the recruitment of teachers before the new school year.
Meanwhile, in many other localities, especially in mountainous districts, where there are many separate schools, balancing the staff is more difficult, because currently the number of classes is large but the number of students is small, not meeting the regulations, so the number of teachers in the classroom must be "shrinked" to ensure the correct quota.

Regarding teacher recruitment, according to the local plans, recruitment will be carried out in accordance with Decree No. 115/2020/ND-CP dated September 25, 2020 of the Government on recruitment, use and management of civil servants and some other related documents. Priority recruitment subjects are according to State regulations and points will be added in the second round score results. In the case of district-level contract teachers (if any), some localities said that priority will be given in the recruitment process. Recruitment of civil servants must ensure publicity, objectivity, democracy, fairness and compliance with the provisions of law and ensure safety, prevention and control of negative aspects in the recruitment of civil servants.
