Early planning of streets for sidewalk rental
(Baonghean) -To develop into a civilized and modern urban area, the city must ensure "clear roads and sidewalks" and must exploit and reasonably use a number of streets for renting sidewalks for business.
If sidewalk rental has become normal in big cities like Da Nang, Ho Chi Minh City, this has been a big problem in urban management in Vinh City in recent years.
Due to the lack of official policies and documents from the authorities, in recent times, some inner-city wards have been doing things differently, some arbitrarily renting, some not renting but collecting fees to survive, and when there is a campaign, they clear it. This is what makes both sidewalk users and management agencies not want to be constantly fined because of their business location, clearance is something no one wants. In fact, through research, in order to use the sidewalk, businesses in one way or another have to pay costs to avoid being reminded and fined.
Through a survey of some inner-city streets such as Hong Bang, Dinh Cong Trang, Ngu Hai, Cao Thang, Tran Phu, Ngo Duc Ke or Le Huan (to Vinh Market Bus Station), whether permitted or not, shop owners still occupy sidewalk space for business, affecting the traffic of passersby.
Also because of the lack of clarity between leasing or absolutely banning the leasing of sidewalks, to ensure "clear roads and sidewalks", management and supervision are also very difficult. September - Traffic Safety Month, many small businesses, clinging to sidewalks for business and trade are looking for ways to deal with the campaigns to clear corridors by functional forces.
Ensuring "clear roads and sidewalks" is necessary. However, in order to manage urban traffic order as well as pay attention to the sustainable development of the city, Vinh city should learn from the practices of some large cities, organize surveys and plan each street to clearly determine the sidewalks for business lease, the duration, area and specific fees to increase revenue for the budget. In addition, the city should also urgently survey and form, clearly orientate modern streets that must ensure aesthetics, clear roads and sidewalks so that localities can strictly and decisively deal with the phenomenon of illegal sidewalk encroachment.
