Quickly remove obstacles, speed up the process of granting and exchanging land use right certificates
(Baonghean.vn) - Director of Nghe An Department of Natural Resources and Environment Hoang Quoc Viet said that the department advised the Provincial People's Committee to replace Decision 16, speed up progress, resolve existing problems and difficulties, and create favorable conditions for granting Land Use Rights Certificates to people.
Explaining and clarifying the recommendations of the provincial People's Council delegates during the discussion session at the hall of the 2nd session of the 18th term Provincial People's Council of Nghe An province on the afternoon of August 12 regarding the slow issuance and exchange of Land Use Right Certificates, Director of the Department of Natural Resources and Environment Hoang Quoc Viet said that land is a field with many procedural regulations according to the provisions of the Law and Circulars, so the procedures are cumbersome.

Recently, the Department's leaders have had solutions to rectify the working style, manners and responsibilities of officials and civil servants, speed up the issuance process; decentralize the issuance and exchange of Land Use Right Certificates, and shorten the processing time for people.
The Director of the Department of Natural Resources and Environment informed that the Department is advising the Provincial People's Committee to issue regulations to replace old regulations to facilitate people in the issue of granting and exchanging Land Use Right Certificates.
Accordingly, the draft amendment to Decision 16 of the Provincial People's Committee will resolve many problems and difficulties of localities in the issue of granting and exchanging Land Use Right Certificates.
Specifically, the new regulation will decentralize the branch directors in districts, cities and towns to sign decisions on granting and changing Land Use Right Certificates. Second, it will handle the backlog of more than 11,900 cases of unauthorized granting.

In addition, the draft aims to resolve existing problems, difficulties, and concerns in the work of granting and exchanging Land Use Right Certificates such as: land consolidation, plot division, etc.
Acknowledging the delegate's reflection that after merging the Land Registration Offices of districts and towns into the Provincial Land Registration Office under the one-level model, the time for granting and exchanging Land Use Right Certificates is slower, but the quality of documents is much improved.

“In the coming time, when the new regulations are issued, there will be many simpler procedures, decentralization to the branch signing, except for complicated documents that will be signed and issued by the Provincial Land Registration Office; speed up the progress, resolve existing problems and difficulties, and create favorable conditions for granting Land Use Right Certificates to people” - Director of the Department of Natural Resources and Environment Hoang Quoc Viet emphasized.

Regarding the slow implementation of land surveying consulting units for granting and changing Land Certificates, the Director of the Department of Natural Resources and Environment said that the Department assigned the specialized department to review the unqualified consulting units and propose the Provincial People's Committee to liquidate the contract and propose the Provincial People's Committee to assign the Department's public service units to perform this work.
The Director of the Department of Natural Resources and Environment also requested that districts direct communes to coordinate with consulting units to increase responsibility in determining land origin.
Regarding the specific issue of granting Land Use Right Certificates to 48 cases in Dien Chau, the Director of the Department of Natural Resources and Environment affirmed that the Department will actively coordinate with Dien Chau district to speed up the progress of granting Land Use Right Certificates to people.
