Promptly resolve obstacles and expedite the process of issuing and renewing land use right certificates.

In clarifying the recommendations of the provincial People's Council delegates during the plenary session of the 2nd meeting of the 18th term of the Nghe An Provincial People's Council on the afternoon of August 12th regarding the slow issuance and renewal of land use right certificates, the Director of the Department of Natural Resources and Environment, Hoang Quoc Viet, stated that land is a field with many regulations and procedures stipulated by Laws and Circulars, resulting in cumbersome procedures.

Over the past period, the Department's leadership has implemented solutions to rectify the work style and sense of responsibility of officials and civil servants, accelerating the issuance process; decentralizing the issuance and renewal of land use right certificates, and shortening the processing time for citizens.

The Director of the Department of Natural Resources and Environment informed that the Department is advising the Provincial People's Committee to issue regulations to replace the old regulations, creating favorable conditions for the people in the matter of granting and exchanging land use right certificates.

Accordingly, the draft amendment to Decision 16 of the Provincial People's Committee will address many existing problems and obstacles faced by localities in the issuance and exchange of land use right certificates.

Specifically, the new regulations will delegate the authority to sign decisions on granting and renewing land use right certificates to branch managers in districts, cities, and towns. Secondly, it will address the backlog of over 11,900 cases of certificates issued without proper authority.

In addition, the draft aims to address existing problems, obstacles, and concerns in the issuance and exchange of land use right certificates, such as land consolidation and exchange, land subdivision, etc.

Acknowledging the delegates' feedback that after merging the Land Registration Offices of districts and towns into the Provincial Land Registration Office under a single-level model, the time taken to issue and renew land use right certificates has slowed down, but the quality of the dossiers has improved significantly.

"In the coming period, with the issuance of new regulations that simplify procedures and decentralize signing to branch offices, except for complex cases which will be signed by the Provincial Land Registration Office; we will accelerate progress, resolve existing problems and obstacles, and create favorable conditions for issuing land use right certificates to the people," emphasized Hoang Quoc Viet, Director of the Department of Natural Resources and Environment.

Regarding the slow progress of land surveying by consulting units responsible for issuing and renewing land certificates, the Director of the Department of Natural Resources and Environment stated that the Department has assigned its specialized departments to review consulting units that lack the necessary capacity. They will propose to the Provincial People's Committee to terminate the contracts and suggest that the Provincial People's Committee assign this work to the Department's affiliated units.

The Director of the Department of Natural Resources and Environment also requested that the districts direct the communes to coordinate with the consulting unit to increase responsibility in determining land ownership.

Regarding the specific issue of issuing land use right certificates to 48 cases in Dien Chau, the Director of the Department of Natural Resources and Environment affirmed that the Department will actively coordinate with Dien Chau district to expedite the process of issuing land use right certificates to the people.
