(Baonghean) - There are conflicts between the Cua Brick and Tile Production and Service Cooperative and the Nghia Hoan High-Tech Brick and Tile Cooperative that need to be resolved to build a sustainable and increasingly developing Cua tile brand.

Cua bricks and tiles from Nghia Hoan commune, Tan Ky district were welcomed by consumers decades ago because of their quality products. However, because Cua bricks are still produced using outdated blank production technology and manual kilns, in recent years, this product has had difficulty competing in the market.

In 2013, 53/125 member households of the Cua Tile Village Production and Service Cooperative took the lead by contributing capital to invest in technological innovation. Each member household contributed more than 400 million VND to install a new technology production line, worth 21 billion VND.

The construction and installation of this production line was carried out according to the Submission No. 02/TT-HTX of the Production and Business Service Cooperative of Cua Tile Craft Village, approved by the People's Committee of Tan Ky District on March 13, 2013. However, after the Congress of the old cooperative members (Cua Tile Craft Village Production and Business Service Cooperative), internal conflicts and disunity arose, leading to 53 households of these cooperative members establishing a new cooperative (Nghia Hoan High-Tech Brick and Tile Cooperative) in May 2015, with Mr. Nguyen Van Hanh as Chairman of the Board of Directors of the Cooperative.

The climax of the conflict was when the Provincial People's Committee issued Decision No. 3829/QD.UBND-XD, dated August 28, 2015, allowing the Cua Brick and Tile Village Production and Service Cooperative to survey and select a location, and make a detailed plan to build a high-tech tunnel brick factory in the small industrial cluster of Nghia Hoan commune, Tan Ky district. The surveyed area is 3.0643 hectares, on the land where the Cooperative is producing traditional handmade fired tiles.

Nghia Hoan Small Industrial Cluster was approved for detailed planning by the Provincial People's Committee in Decision No. 1997/QD-UBND-CN dated May 11, 2009 and Decision No. 6068/QD-UBND.CNXD dated November 17, 2009 of the Provincial People's Committee on approving the adjustment of detailed planning for the construction of Nghia Hoan Small Industrial Cluster, with a total area of ​​nearly 5 hectares.

According to Decision No. 3829 of the Provincial People's Committee dated August 28, 2015, the Cua Brick and Tile Production and Service Cooperative is allowed to survey the remaining 3 hectares of land to establish a construction plan to submit to the competent authority for approval and implementation. Faced with this situation, the Management Board of Nghia Hoan High-Tech Brick and Tile Cooperative has made a proposal to the District People's Committee for resolution.

However, the land division has not yet been agreed upon between the two cooperatives: Nghia Hoan High-Tech Brick and Tile Cooperative proposed to divide vertically; Cua Brick and Tile Village Production and Service Cooperative requested to divide horizontally the Industrial Cluster.

In order to find a solution to some of the complications in the two above-mentioned cooperatives, on December 2, 2015, Tan Ky District People's Committee issued Report No. 276/BC-UBND on the implementation of the elimination of manual brick and tile kilns; the conversion of brick and tile production technology and some complications in the conversion process in the district, sent to the Provincial People's Committee and related sectors. The report clearly stated: In 2013, Cua Brick and Tile Production and Service Cooperative invested in installing a tile blank production line on the industrial cluster land area, with 53 members of Cua Brick and Tile Production and Service Cooperative contributing to the installation. Now, the above 53 members have newly established the Nghia Hoan High-Tech Brick and Tile Cooperative. But this cooperative did not complete the procedures to submit to the Provincial People's Committee and provincial departments to request investment in the industrial cluster according to legal procedures (meanwhile, the Cua Brick and Tile Village Production and Service Cooperative had established a project according to the correct procedures and had been approved by relevant departments).

During the process of determining the boundary for the Cua Brick and Tile Production and Service Cooperative to survey and select a location to make a detailed plan for the factory construction according to the decision of the Provincial People's Committee, the Nghia Hoan High-Tech Brick and Tile Cooperative obstructed and submitted a petition to the competent authorities demanding the District People's Committee to divide the Nghia Hoan small industrial cluster according to the wishes of the Nghia Hoan High-Tech Brick and Tile Cooperative.

In response to the petition of Nghia Hoan High-Tech Brick and Tile Cooperative, the District People's Committee and Nghia Hoan Commune People's Committee have held many meetings with the two cooperatives to agree on dividing the industrial cluster for the two cooperatives to invest in building a tunnel brick and tile factory. The plan of the District People's Committee and Nghia Hoan Commune People's Committee is to request the expansion of the Industrial Cluster and divide the industrial cluster in half for the two cooperatives to build factories (in the form of horizontal division along the traffic axis outside the Industrial Cluster). This plan has been approved by the Cua Brick and Tile Production and Service Cooperative, but the Nghia Hoan High-Tech Brick and Tile Cooperative has not approved it because it believes that the land area approved by the Provincial People's Committee for the Cua Brick and Tile Production and Service Cooperative is the land they have planned to invest in a tunnel kiln.

The handling direction of the District People's Committee supports and creates conditions for both cooperatives to carry out the conversion process well. Harmoniously handle the land of Nghia Hoan Small Industrial Cluster by dividing it horizontally along the traffic axis outside the industrial cluster, initially each cooperative gets half of the industrial cluster that has been invested in land.
