Official dispatch No. 2717/UBND-VP dated June 10, 2016, of Vinh City People's Committee affirmed: the information stated by Nghe An Newspaper is correct.

Pham Hong Thai Street, part of Provincial Road 558, passing through Vinh City, is about 2.2km long, connecting Phan Dinh Phung Street with Vinh bypass. Currently, the last section, about 600m long, is severely damaged, with many potholes. This is a road with many heavy trucks traveling, so it is increasingly degraded, causing flooding in the rainy season and dust in the dry season.

In 2014, the project to expand and upgrade Pham Hong Thai Street was implemented by the Nghe An Department of Transport as the investor. During the implementation process, there were some sections that could not be cleared, so the roadbed width was constructed according to the current status, without asphalt concrete, and without a drainage system along the road, so the road quickly became damaged and degraded.

When it rains, Pham Hong Thai street becomes muddy.

In addition, heavy trucks circulating, so the road surface structure is not connected, which is also the cause of road surface damage.

Faced with that situation, in 2015, the City directed Vinh Urban Infrastructure Management and Development Joint Stock Company to repair the damaged and potholes on the road so that people could travel conveniently, but now it is damaged and degraded as reported in the newspaper.

Every day, the heavy traffic makes the road more and more degraded.

On April 27, 2016, the City People's Committee issued Decision No. 2829/QD-UBND on approving the project estimate: Regular road maintenance and repair project of Vinh city, phase 1, 2016, including the repair of Pham Hong Thai street, assigned to Vinh Urban Infrastructure Management and Development Joint Stock Company for implementation.

In the dispatch sent to Nghe An Newspaper, Vinh City People's Committee also affirmed: it has requested Vinh Urban Infrastructure Management and Development Joint Stock Company to promptly implement road maintenance and repair according to the content of Decision No. 2829/QD-UBND dated April 27, 2016 of the City People's Committee, in which priority is given to repairing the damaged Pham Hong Thai road section.
