Many areas completed and exceeded targets
In 2023, the Ministry of Labor, War Invalids and Social Affairs focused on proactive, correct, drastic, flexible and timely direction and management; synchronously and comprehensively implemented many policies and solutions in the fields of labor, meritorious people and society; completed and exceeded the targets assigned by the National Assembly and the Government such as the unemployment rate of working-age workers in urban areas to 2.76%; the rate of trained workers reached 68%; the rate of poor households according to multidimensional poverty standards decreased by 1.1%.
The labor market continues to recover, the labor force, the number of employed people and workers' income all increase compared to 2022. The connection between labor supply and demand is strengthened and for the first time, a nationwide online job exchange is piloted, thereby providing timely support for workers looking for jobs.

In addition, the activity of sending workers abroad to work has recovered positively, higher than before the Covid-19 pandemic, reaching an all-time high. Preferential policies for people with revolutionary contributions, social assistance, social insurance, unemployment insurance, poverty reduction, care for the elderly and children in special circumstances have been fully and promptly implemented, contributing to improving people's lives and ensuring social security.
The conference also pointed out the shortcomings and limitations in the implementation of labor, social work and meritorious people in 2023 such as: The quality of labor supply is still limited, not meeting the labor demand of a modern, flexible, sustainable and integrated labor market; trained human resources with certificates and degrees, especially high-quality human resources, are still lacking, not meeting the needs of many key economic localities and enterprises.
Most poor and near-poor households lack livelihoods, jobs, and have low and unstable incomes; the standard level of social assistance is too low compared to the minimum living standard; social evils occur in sophisticated and complicated forms, causing public outrage; facilities and equipment at public drug rehabilitation facilities do not meet the requirements of drug rehabilitation work; some digital transformation tasks and database building tasks of the industry are implemented slowly...
Strive to complete 16 targets by 2024
In 2024, the Department of Labor, War Invalids and Social Affairs aims to strive to complete the targets assigned by the National Assembly and the Government and 16 targets of the sector.
3 targets assigned by the National Assembly and the Government to the Department of Labor, War Invalids and Social Affairs in 2024:
- Urban unemployment rate below 4%.
- The rate of trained workers is about 69%, of which the rate of trained workers with degrees and certificates is about 28-28.5%.
- The rate of poor households according to multidimensional poverty standards decreased by more than 1%.
To complete the targets, the industry has proposed 14 groups of solutions in the fields of labor - employment, vocational education, care for people with revolutionary contributions, social protection, sustainable poverty reduction, children's work, gender equality and women's advancement, prevention and combat of social evils, administrative reform, digital transformation, etc.
Speaking at the Conference, Deputy Prime Minister Tran Hong Ha acknowledged, commended and highly appreciated the positive results achieved by the Labor - Invalids and Social Affairs sector in 2023.

Pointing out a number of shortcomings and difficulties that need to be focused on resolving in the coming time, the Deputy Prime Minister suggested that before the Lunar New Year, the Ministry of Labor, War Invalids and Social Affairs focus on developing and submitting to the Government for promulgation an Action Program to implement Resolution No. 42-NQ/TW dated November 24, 2023 of the 13th Party Central Committee on continuing to innovate and improve the quality of social policies, meeting the requirements of the cause of national construction and defense in the new period; continue to concretize the Party's guidelines and orientations, resolutions, directives, conclusions, and guiding documents of the Central Committee, the Politburo, the Secretariat, and the National Assembly on the field of labor and people with meritorious services; focus on and prioritize developing and submitting to the National Assembly for approval the Law on Social Insurance (amended); develop a draft dossier for the Law on Employment (amended)...
At the same time, focus on closely following labor market needs, establishing labor exchanges, monitoring, evaluating, and regularly updating to "understand supply and ensure demand"; preside over the completion of the national policy framework and strategy to adapt to the aging process and gender imbalance in the population structure; coordinate with the Ministry of Education and Training to issue mechanisms to develop educational programs and content to ensure connectivity between levels of education.
The Ministry of Labor, War Invalids and Social Affairs continues to maintain its core role in directing the effective implementation of preferential policies for people with revolutionary contributions; it is necessary to study and advise on the implementation of the standard level of subsidies and preferential allowances towards the highest level in social policies; effectively implement social security policies in the direction of socialism, expand incentives for employees and employers to participate in social insurance, towards the goal of universal social insurance, and overcome the situation of late payment and evasion of social insurance payment./.
