'Impatient' as many investment attraction projects 'stagnant'

(Baonghean.vn) - At the discussion session of Group 3 held on the afternoon of December 10 within the framework of the 12th session of the People's Council of Nghe An province, term XVII, term 2016 - 2021, many opinions revolved around the issue of attracting investment and supporting enterprises after attracting investment in the province.

Attending the discussion session were Mr. Le Ngoc Hoa -Vice Chairman of Provincial People's CommitteeRepresentatives and leaders of departments, branches and sectors: Labor, War Invalids and Social Affairs; Agriculture and Rural Development; Transport; State Bank of Vietnam, Nghe An province branch; Provincial People's Procuracy; Provincial People's Court; Provincial Social Insurance; Nghe An Newspaper; Nghe An Telecommunications.

Project implementation progress is still slow.

Speaking at the discussion session, the provincial People's Council delegates in the Thanh Chuong and Anh Son district constituencies had many opinions revolving around the issue of attracting investment and supporting enterprises after attracting investment in the province.

Accordingly, delegate Nguyen Hong Phi (Anh Son) said that although in recent years the Provincial People's Committee has had many policies to attract businesses to invest in the province in general and Anh Son district in particular, in general, the implementation of projects is still very slow.

Specifically, in 2019, the district had 3 projects recognized for investment through the Meeting with Investors, including the Nghe An MDF Wood Processing Factory Project approved and started construction on April 30, 2017.

However, after more than 2 years, the project is still "stuck" and there has been no implementation of any of the items as committed. Some other projects such as the Clean Charcoal Project, High-tech Animal Husbandry... although the district has completed the site clearance process, the implementation progress is still unfinished and delayed.

Therefore, Mr. Phi recommended that the Provincial People's Committee pay attention to directing and supporting investment mechanisms, on the one hand to accompany and resolve difficulties and problems that investors are facing, on the other hand, it is necessary to have close and drastic direction to promote projects to be quickly deployed and completed.

Also revolving around the above issue, delegate Tran Dinh Toan - Deputy Head of the Legal Committee of the Provincial People's Council said that the settlement of administrative procedures and the creation of a legal corridor to attract investors need to be faster, more concise and more open. Because administrative mechanisms and procedures are considered the "hinge", the basis for attracting investors.

Along with that, currently, in industrial parks, after investors have completed the infrastructure system, attracting businesses to operate is slow. Even many areas in industrial parks in the area are currently abandoned, causing waste.

Also speaking at the discussion session, Vice Chairman of the Provincial People's Committee Le Ngoc Hoa emphasized that the Provincial People's Council needs to issue a Resolution on building a land price framework mechanism to create favorable conditions for businesses in implementing projects in Nghe An.

Enterprises need to ensure responsibility after project approval.

Mr. Nguyen Huu Vinh - Member of the Provincial Party Committee, Secretary of the District Party Committee, Chairman of the People's Council of Thanh Chuong District mentioned that according to the report of the Provincial People's Committee, from 2012 to 2018, the Provincial People's Committee established 8 interdisciplinary inspection teams, conducting inspections of 500 projects. Through inspections, the province decided to revoke 151 projects with an area of ​​36,000 hectares of land. That shows that investors still lack determination in the process of implementing registered projects.

Along with that, compensation and site clearance work needs to be carried out transparently, publicly and on time to create consensus in society and strengthen people's trust in projects that are being and will be implemented in the area.

Farmers "bored with fields"

In a democratic and frank spirit, the delegates of Group 3 also discussed many issues that voters in the province are interested in, such as: the restructuring of the agricultural sector is not strong; the operation of cooperatives is still weak; the lack of sustainability in some localities that have reached the new rural finish line; the situation of trading and transporting banned, smuggled and counterfeit goods is still complicated; the situation of dirty food and environmental pollution is still out of control...

Accordingly, Mr. Nguyen Van Que - Chairman of Thanh Chuong District People's Committee clearly stated the current situation of farmers "bored with their fields" and abandoning their fields more and more. This situation not only occurs on rice fields, but also on fertile land.

Contrary to that reality, many businesses and individuals who need to rent production land to build clean agricultural development models and high-tech agricultural applications have difficulty finding land to rent.

Therefore, it is necessary to issue a mechanism to promote the process of land consolidation, plot exchange, review, planning, and land accumulation to lease land to individuals and businesses to develop production.
