Use and management of diplomatic passports and official passports.
Effective from March 1, 2013, Decision No. 58/2012/QD-TTg on the use and management of diplomatic passports and official passports clearly states the principles for using and managing passports: Passports are the property of the State of Vietnam. The use of passports must not harm the reputation and interests of the State of Vietnam.
Individuals who misuse or mismanage passports will be subject to disciplinary action, administrative penalties, or criminal prosecution, depending on the nature and severity of the violation.
The passport holder is responsible for using only one valid passport for each overseas business trip, in accordance with the assignment decision and the nature of the work performed abroad, except in special cases as guided by the Ministry of Foreign Affairs.
At the same time, it is required that within 5 working days from the date of entry into Vietnam after the end of a business trip abroad, the passport must be returned to the passport management agency, except in cases of justifiable reasons as decided by the head of the passport management agency.
When changing workplaces, passport holders must report to both the passport issuing authority at their current and new workplaces so that these authorities can manage their passports in accordance with the regulations in this decision.
Specifically, holders of diplomatic or official passports are not permitted to use them for personal travel abroad.
