The superiority of citizen identification cards with electronic chips

The proposal that citizen identification cards (CCCD) will be attached with electronic chips, instead of barcodes as at present, has been a matter of public concern in recent days. It is expected that when approved by the Government, it will be implemented from November 2020. So, what are the advantages of this type of CCCD card with electronic chips?

Major General To Van Hue, Director of the Department of Administrative Police for Social Order, Ministry of Public Security, answered an interview about the above issue.

Reporter:Dear Major General To Van Hue, the CCCD Law has been effective since January 1, 2016. How has the issuance of CCCD been implemented?

Major General To Van Hue:Implementing the Law on CCCD, since 2016, the Ministry of Public Security has deployed the issuance of CCCD in 16 localities including: Hanoi, Vinh Phuc, Hung Yen, Hai Duong, Ha Nam, Nam Dinh, Ninh Binh, Thai Binh, Hai Phong, Quang Ninh, Thanh Hoa, Ho Chi Minh City, Can Tho, Tay Ninh, Ba Ria - Vung Tau and Quang Binh. Up to now, about 16 million CCCD cards have been issued. In addition, people are also using other types of identification documents such as 12-digit ID cards and 9-digit ID cards.

In case a citizen loses or damages his/her ID card, he/she can still apply for a new barcode ID card as at present. If the old ID card is still valid, it will still have full legal value. In case a citizen does not need to immediately change to a CCCD card, it is recommended that he/she wait to be issued a new CCCD card with an electronic chip.

Reporter:The current CCCD card is a barcode, so why has the Ministry of Public Security proposed issuing CCCD cards with electronic chips?

Major General To Van Hue:The current barcoded CCCD card has more limitations than the chip-based one. When implementing the CCCD Law Project, the Ministry of Public Security considered two options: using barcodes or chips. However, in 2016, due to many limitations in information technology infrastructure, funding, and social demand, electronic chips were not as popular as they are today. In addition, if chips were used at that time, they would have to be purchased from abroad at a high cost. Currently, some Vietnamese enterprises have been able to proactively produce chips, so the cost has been significantly reduced.

Reporter:So what are the advantages of electronic chip cards compared to barcode CCCD cards, Major General?

Major General To Van Hue:The CCCD card using electronic chip has many advantages over barcode. First of all, it has higher security, can store more information fields, can integrate additional information from other ministries and branches on health insurance, social insurance, driver's license... and it is suitable for the current digital technology trend compared to using CCCD barcode card.

The electronic chip CCCD card has a much larger amount of information storage than the barcode CCCD card, and can store many other valuable documents... Thereby, it is possible to prevent the forgery of documents as well as the cost of notarizing traditional documents, creating convenience for citizens when performing online transactions of e-Government. Notably, when the electronic chip CCCD card has fully integrated information, then people will not have to carry many types of documents when doing transactions and procedures, but only need to use the chip CCCD card to perform transactions.

In particular, the chip's security level is very high, so the citizen's identification information stored on the chip-embedded CCCD cannot be changed or forged, and biometric matching can be performed directly on the chip, minimizing identity forgery. In addition, identity authentication can be done offline without an Internet connection.

Reporter:For citizens who are currently using barcode CCCD cards, will transactions be affected? Please share more about this, Major General.

Major General To Van Hue:This does not affect at all because they only replace the information storage device, while the old CCCD number remains the same. In particular, citizens who are using a barcode CCCD, if it is still valid, can still use it to conduct normal transactions, the content of personal information, the CCCD card number does not change between the barcode CCCD card and the chip-embedded CCCD card. When a citizen's barcode CCCD card expires, the citizen must change or reissue the CCCD card according to regulations or if the citizen requests to change from a barcode CCCD to a chip-embedded CCCD, it can be changed according to the request.

Reporter:So how will the plan to issue new cards with electronic chips be implemented, Major General?

Major General To Van Hue:Currently, the Ministry of Public Security is submitting to the Government a project on the production, issuance and management of citizen identification cards. If approved by the Government and all conditions are met, the Ministry of Public Security will develop an implementation plan, expected to be from November 2020.
