How is milk for children under 6 years old stabilized?
The Ministry of Industry and Trade has just issued a Plan to stabilize prices of milk products for children under 6 years old, applicable until the end of March 2017.
Accordingly, the continued implementation of price stabilization for milk products for children under 6 years old is carried out according to the method: Maximum price management according to the provisions of Clause 7, Article 17 of the Law on Prices for milk products until the end of March 2017.

On the other hand, implement price registration measures according to the provisions of Clause 4, Article 17 of the Law on Prices for dairy products until the end of March 2017. The method of determining the maximum price in the wholesale stage and the maximum price in the retail stage is implemented according to the provisions of Article 2 of Decision No. 1079 of the Ministry of Finance on applying price stabilization measures for dairy products for children under 6 years old and the guidance in Official Dispatch No. 6230 on price stabilization for dairy products for children under 6 years old; Official Dispatch No. 6544 of the Ministry of Finance on instructions for determining the maximum price and registering the price of dairy products for children under 6 years old. Also according to this plan, organizations and individuals producing and trading dairy products must determine the maximum price in the wholesale and retail stages according to regulations, and send it to the competent price management agency as a basis for price registration.
Based on the maximum price submitted to the competent price management authority that has been approved, register the selling price according to the provisions of Decree No. 177 and Decree 149. Publicly disclose prices at headquarters, product sales locations, and distribution channels according to regulations.
In addition, the price management agency is responsible for receiving proposals on maximum prices and price registration dossiers to review the costs of forming maximum prices and control price registration according to the provisions of law. Publicize the maximum price of dairy products of organizations and individuals subject to price registration at the Ministry of Industry and Trade.
Organize and coordinate with competent agencies of ministries, branches and localities to inspect the implementation of maximum prices and price registration for dairy products. Within the scope of authority, handle or submit to competent authorities to handle arising issues, promptly propose contents that need to be adjusted to suit market developments during the period of price stabilization.
According to this plan, the People's Committees of provinces and centrally-run cities must be responsible for organizing the implementation of price stabilization in their localities according to regulations. Provide guidance on other related costs according to their authority within the prescribed maximum level.
Receive proposals on maximum prices and price registration, control costs of forming maximum prices, control price registration according to legal regulations for organizations and individuals subject to price registration in the area.
Publicly disclose maximum prices for dairy products. Report monthly results of price stabilization measures and other requests to the Ministry of Industry and Trade.
Direct market management agencies and other forces with inspection, examination and control functions within their management scope to be responsible for inspecting, examining and controlling the implementation of price stabilization. The implementation of price stabilization is applied until the end of March 2017.
