How is the price of milk for children under 6 years old stabilized?

The Ministry of Industry and Trade has just issued a plan to stabilize prices of milk products for children under 6 years old, which will be applied until the end of March 2017.

Accordingly, the continued implementation of price stabilization for milk products for children under 6 years old will be carried out as follows: Maximum price management as stipulated in Clause 7, Article 17 of the Price Law for milk products until the end of March 2017.

On the other hand, the price registration measure stipulated in Clause 4, Article 17 of the Price Law for milk products will be implemented until the end of March 2017. The method for determining the maximum wholesale and retail prices will be implemented according to the provisions of Article 2 of Decision No. 1079 of the Ministry of Finance on applying price stabilization measures for milk products for children under 6 years old and the guidance in Official Letter No. 6230 on price stabilization for milk products for children under 6 years old; and Official Letter No. 6544 of the Ministry of Finance on guidance on determining the maximum price and registering the price of milk products for children under 6 years old. According to this plan, organizations and individuals producing and trading milk products must determine the maximum wholesale and retail prices as prescribed and submit them to the competent price management agency as a basis for price registration.

Based on the approved maximum price submitted to the competent price management authority, register the selling price in accordance with the regulations in Decree No. 177 and Decree No. 149. Publicly display the price at the headquarters, sales locations, and distribution channels as prescribed.

Furthermore, the price management agency is responsible for receiving proposals for maximum prices and price registration dossiers to review the costs involved in determining the maximum price, and to control price registration in accordance with the law. The maximum prices of dairy products from organizations and individuals subject to price registration must be publicly disclosed at the Ministry of Industry and Trade.

The organization shall implement and coordinate with relevant agencies of ministries, sectors, and localities to inspect the implementation of maximum prices and price registration for milk products. Within its authority, it shall handle or submit to higher authorities for handling any arising issues, and promptly propose necessary adjustments to suit market developments during the price stabilization period.

According to this plan, the People's Committees of provinces and centrally-administered cities are responsible for organizing price stabilization in their localities in accordance with regulations. They are also responsible for guiding other related costs within their authority, up to the maximum limits stipulated.

Receiving proposals for maximum prices and price registration, controlling the costs involved in setting maximum prices, and controlling price registration in accordance with the law for organizations and individuals subject to price registration in the area.

Publicly disclose the maximum price for dairy products. Report the results of price stabilization measures monthly and, if requested, to the Ministry of Industry and Trade.

Directing market management agencies and other forces with inspection, examination, and control functions within their scope of management to be responsible for inspecting, examining, and controlling the implementation of price stabilization. The implementation of price stabilization will be in effect until the end of March 2017.
