At around 7:30 a.m. on September 19, Mr. Tai, residing in Quyet Tien hamlet, Tam Hop commune, Quy Hop, asked Mr. Truong Van Vinh (born in 1984), residing in Dong Chao hamlet, Tam Hop commune, Quy Hop (his brother-in-law) to come and install additional electrical wires behind the house (from the upper house to the kitchen).
Before wiring, Vinh told Tai to go buy a plug. When Tai returned from buying the plug, he found Vinh lying on the garden floor dead.
After the incident, Vinh's family did not request an autopsy and asked to be buried according to local customs.

It is known that Vinh's family is in difficult circumstances, the couple does not have stable jobs and has to raise 2 young children of school age.
