(Baonghean) - Young, dynamic, enthusiastic, with good professional qualifications and firm political convictions – these are the qualities we observed when interacting with young cadres recently elected to the new Party committees for the 2015-2020 term in many grassroots Party organizations. This is truly the right direction to create opportunities for young cadres to grow, while ensuring continuity within the State apparatus.

Cua Lo town is considered a locality that boldly utilizes young cadres in the political system at all levels. In many subordinate Party organizations, after the recent Party congress, the number of young cadres in the Party committees accounts for a fairly high percentage, with many comrades being trusted by the Party committee to hold key leadership positions when they are only in their early 30s. In Nghi Tan ward, out of a total of 14 comrades in the Party committee for the 2015-2020 term, 6 comrades are under 35 years old. Notably, key positions including the Party Secretary, the Deputy Party Secretary, and the Deputy Secretary - Chairman of the People's Committee of the ward are all held by young cadres born after 1980. Comrade Hoang Thi Hai Yen, born in 1983, started working in Nghi Tan ward in 2005. After a period of dedication, she was elected to the position of Vice Chairman in charge of culture and social affairs for the 2010-2015 term. At the recent Nghi Tan Ward Party Congress for the 2015-2020 term, Comrade Yen was confidently elected to the position of Secretary of the Ward Party Committee.

For example, Comrade Dau Phuong Nam, born in 1983, has dedicated many years to the youth union movement and served as the Secretary of the Nghi Tan Ward Youth Union continuously from 2007 to 2015. The Ward Party Congress for the 2015-2020 term witnessed Comrade Nam's remarkable growth when he was elected as Deputy Secretary of the Ward Party Committee. Comrade Tran Thi Thanh, from Block 6, Nghi Tan Ward, 68 years old and with 49 years of Party membership, expressed her strong agreement and support for the ward's young cadres when discussing them with us. “These are all capable cadres with good professional skills and political acumen. Therefore, the Ward Party Committee has great confidence in electing them to the Ward Party Committee with a high percentage of votes. With their abilities and qualities, these comrades will bring new vitality to the system and contribute to the ward's further development,” Comrade Thanh confidently shared.

In Que Phong, we had the opportunity to meet Comrade Lu Thi Tien, the newly elected Chairwoman of the Farmers' Association of Nam Giai commune. Born in 1984 in Nam Giai, she is one of the rare individuals of her age who were determined to pursue their education and return with the intention of contributing a small part to the development and transformation of her birthplace. Initially working at the commune's People's Committee, she was a 30a-level agricultural officer. People throughout the villages of Nam Giai commune praised her for her proactive and dedicated approach to grassroots work, tirelessly guiding and encouraging farmers to diversify their crops, especially to cultivate passion fruit.

Comrade Lu Thi Tien shared: “The people are often hesitant to change and reluctant to embrace new things, so initially in 2011, passion fruit cultivation was piloted in 4 households in Pieng Lang village. Seeing the effectiveness, the people eagerly followed suit, and now the area of ​​passion fruit has expanded to 11 hectares, with an average harvest of 25 tons/ha.” With her contributions, at the Nam Giai Commune Party Congress, term 2015-2020, she was elected to the Commune Party Committee, contributing to bringing the percentage of young cadres in Nam Giai commune to 30% in the new term.

During the 2010-2015 term, the Que Phong District Party Committee paid great attention to personnel work, especially planning and training of cadres. Therefore, when entering the Party congresses at all levels for the 2015-2020 term, the cadre team had made comprehensive progress, accumulating the necessary and sufficient conditions, gaining trust within the Party and among the people, and consequently being elected to Party committees and holding key positions in the political system, ensuring the standards and titles of cadres, with a young cadre ratio of 10-15%.

It is evident that the trend of rejuvenating cadres within Party committees is increasingly being emphasized by grassroots Party organizations. This marks a breakthrough in the thinking of each grassroots Party organization regarding personnel work. The cadres we met not only possessed the necessary abilities, dedication, and contributions, but also received significant attention from the organization. In Cua Lo Town, to create a breakthrough in personnel work in general, and young cadres in particular, the Town Party Committee issued a plan to improve the quality of cadres in the Party, government, Fatherland Front, and other mass organizations, and had three separate plans to improve the quality of cadres in the Youth Union, Women's Union, and Farmers' Association during the 2010-2015 term. In addition, the Town Party Committee annually directs the review and supplementation of the planning for key positions and positions under the management of wards, prioritizing young and female cadres for training.

Comrade Hoang Thanh Son, Deputy Head of the Organization Department of the Cua Lo Town Party Committee, said: “The development of projects and the implementation of planning work associated with training have contributed to improving the quality of cadres, especially young cadres. Along with that, the town has also boldly assigned young cadres to positions in the political system so that they have the opportunity to train and mature.” With these systematic steps, according to statistics from the Organization Department of the Town Party Committee, through the recent grassroots-level congresses, in the wards, communes, and towns alone, the total number of elected Party committee members in the 7 wards is 100, of which 26 are under 35 years old, accounting for 26%; higher than the nearly 15% of Party committee members under 35 years old in the 2010-2015 term.

Focusing on planning, training, and creating an environment where young cadres can hone their skills, mature, and utilize their youthful energy and intellect in building and developing their homeland is the right direction and should be boldly and persistently implemented by Party committees at all levels with high determination. Young cadres may make mistakes in their assigned tasks, but this is necessary in the training process. Most importantly, the organization responsible for utilizing cadres must be truly discerning in selecting the right people with virtue and talent to train and nurture; thereby building a team of young cadres who truly meet the tasks in the new situation. And it is they who will bring a breath of fresh air and create new vitality for the entire system. This is also the spirit that the Central Committee is very concerned about, as evidenced in Directive No. 36-CT/TW, dated May 30, 2014, of the Politburo on Party congresses at all levels leading up to the 12th National Congress of the Party, which specifically stipulates the percentage of young cadres in the new Party committees.
