New vitality from rejuvenating Party committee cadres

(Baonghean) - Young, dynamic, enthusiastic, with good professional qualifications and strong political will, these are the things we noted when meeting with young cadres who have just been elected to the new Party Committee for the 2015-2020 term in many grassroots Party organizations. This is truly the right direction to create opportunities for young cadres to mature, while ensuring succession in the State apparatus.

Cua Lo town is considered a locality that is bold in using young cadres in the political system at all levels. In many grassroots party organizations, after the recent party congress, the number of young cadres in the Party Committee accounts for a fairly high proportion, many comrades were trusted by the Party Executive Committee to hold key leadership positions when they were only in their 30s. In Nghi Tan ward, out of a total of 14 comrades in the Party Committee for the 2015-2020 term, 6 comrades are under 35 years old. Notably, the key positions including Secretary, Deputy Secretary of the Party Committee and Deputy Secretary - Chairman of the Ward People's Committee are all young cadres, born after 1980. Comrade Hoang Thi Hai Yen, born in 1983, started working in Nghi Tan ward in 2005. After a period of striving, she was elected to hold the position of Vice Chairman in charge of culture and society for the 2010-2015 term. In the recent Nghi Tan Ward Party Congress for the 2015-2020 term, comrade Yen was elected to hold the position of Ward Party Secretary.

Or like comrade Dau Phuong Nam, born in 1983, has many years of dedication to the youth movement and was the Secretary of the Youth Union of Nghi Tan ward continuously from 2007 - 2015. The Party Congress of the ward for the 2015 - 2020 term witnessed the remarkable growth of comrade Nam when he was elected to the position of Deputy Secretary of the Party Committee of the ward. Comrade Tran Thi Thanh, block 6, Nghi Tan ward, is 68 years old this year and has been in the party for 49 years when talking to us about the young cadres of the ward, expressed her agreement and high support. "They are all cadres with good capacity, professional qualifications, and political courage. Therefore, the Party Committee of the ward is very confident when electing them to the Party Committee with a high percentage of votes. With their capacity and qualities, those comrades will create new vitality for the apparatus, building the ward to develop more and more", comrade Thanh confidently shared.

In Que Phong, we had the opportunity to meet comrade Lu Thi Tien, the new President of the Farmers' Association of Nam Giai commune. Born in 1984 in Nam Giai, she is one of the few people of her age who is determined to study hard and return with the intention of contributing a small part to the development and change of her hometown. In the beginning of her work at the Commune People's Committee, she was a 30a officer in charge of agriculture. People from all over the upper and lower villages of Nam Giai commune praised the female agricultural officer of the commune for being proactive, close to the grassroots, not afraid of the hardships of guiding and encouraging people to change their crop structure, especially to grow passion fruit.

Comrade Lu Thi Tien shared: “People are often afraid of change and afraid of approaching new things, so in 2011, passion fruit was initially planted on a pilot basis in 4 households in Pieng Lang village. Seeing the effectiveness, people enthusiastically followed suit, currently, the passion fruit area has been expanded to 11 hectares, with an average harvest of 25 tons/ha”. With her own contributions, in the Nam Giai Commune Party Congress, term 2015 - 2020, she was elected to the Commune Party Committee, contributing to bringing the proportion of young cadres in Nam Giai Commune in the new term to 30%.

During the 2010-2015 term, the Que Phong District Party Committee paid great attention to personnel work, especially planning work associated with cadre training. Therefore, when entering the Party Congresses at all levels for the 2015-2020 term, the cadre team had comprehensively matured, accumulated necessary and sufficient conditions, created trust in the Party, among the masses and from there was elected to the Party Committee and held key positions in the political system, ensuring standards, cadre titles, and the proportion of young people reached 10-15%.

It can be seen that the trend of rejuvenating cadres in Party committees is increasingly being focused on by grassroots Party organizations. That marks a breakthrough in the thinking of each grassroots Party organization in personnel work. Because in the cadres we met, in addition to their own capacity, efforts and dedication, they also received great attention from the organization. In Cua Lo Town, in order to create a breakthrough in personnel work in general, and young cadres in particular, the Town Party Committee issued a Project on improving the quality of cadres of the Party, government, Fatherland Front and mass organizations and has 3 separate projects on the project of improving the quality of cadres of the Youth Union, Women's Union and Farmers' Association in the term 2010-2015. In addition, every year the Town Party Committee directs the review and supplementation of the planning of key positions, positions under the management of wards, in which priority is given to young and female cadres for training.

Comrade Hoang Thanh Son, Deputy Head of the Organizing Committee of Cua Lo Town Party Committee, said: “The development of projects and implementation of planning work associated with training have contributed to improving the quality of cadres, especially young cadres. Along with that, the Town has also boldly arranged young cadres to hold positions in the political system so that they have the conditions to train and mature”. With those methodical steps, according to statistics from the Organizing Committee of the Town Party Committee, through the recent grassroots congress, only counting the ward, commune and town blocks, the total number of elected Party Committees of 7 wards is 100 comrades, of which 26 comrades are under 35 years old, accounting for 26%; higher than the rate of nearly 15% of Party Committees under 35 years old in the 2010-2015 term.

Focusing on planning, training and creating an environment for young cadres to have the conditions to be trained, mature, and promote their youth and intelligence in building and developing their homeland is the right direction, which needs to be boldly and persistently implemented by Party committees at all levels with high determination. In the assigned work, young cadres can make mistakes, but that is necessary in the training process. The most important thing is that the organization using cadres must be truly astute in selecting the right virtuous and talented people to train and foster; thereby creating a team of young cadres who can truly fulfill their tasks in the new situation. And they themselves will bring a new breeze, creating new vitality for the entire apparatus. This is also the spirit that the Central Committee is very interested in when in Directive No. 36-CT/TW, dated May 30, 2014 of the Politburo on Party Congresses at all levels towards the 12th National Congress of the Party, it specifically stipulates the ratio of young cadres of the new term Party committees.
