Restructuring the Ministry of Public Security: need for “clean hands”

The Ministry of Public Security's implementation of the project to streamline and reorganize the apparatus, to say that it is a breakthrough is not enough, but I think this is a revolution. Because this project fundamentally changes the organizational apparatus.

For the Central Party Committee of Public Security and the leaders of the Ministry of Public Security, the lesson this leaves is not only the political determination to implement the Party's Central Resolution 6 but also that they are cadres with bright hearts and clean hands.

Political determination is a necessary condition for implementing the resolution, but it is not sufficient. To implement the resolution, another sufficient condition is needed: "clean hands and a bright mind".

Because normally, from having no general department to having general department units, everyone is happy, because everyone benefits. From 60 departments to 120 departments, there are 60 more department heads, 300 more deputy department heads. But now dozens of general department heads and deputy general directors are no longer there. 300-400 department heads and deputy department heads are no longer there.

This revolution affects the interests of hundreds of high-ranking officials and generals, so decision-makers like Mr. To Lam and the Central Public Security Party Committee cannot do it without clean hands and a bright mind.

The project will be implemented with the transfer of cadres from the ministry to the locality, from the locality to the grassroots for more efficiency. In the ministry, some people will be transferred to the police of provinces and cities. The police of provinces and cities will be transferred to districts and towns. The police of districts and towns will be transferred to communes and wards...

Border provinces and remote areas will have tens of thousands of police officers to reinforce tens of thousands of wards and communes, so they will have a very solid grasp of the situation, making the people's security strong from wards, communes, borders, and islands.

Police schools reduce enrollment targets

According to information from the Ministry of Public Security, in 2018, some police schools began to stop enrolling students for civilian university programs, and some schools temporarily stopped enrolling students for all full-time university programs.

Specifically, the total enrollment target for university level this year in police schools is only 1,192, a decrease of more than 300 compared to 2017. This total target is only for 5 police schools: People's Security Academy, People's Police Academy, People's Security University, People's Police University and Fire Prevention and Fighting University.

Compared to the enrollment targets of previous years, this year's targets for public security schools have decreased sharply. The total target for both university and intermediate levels is only about 1,500. Previously, there was a year when the total target for training at university, college, and intermediate levels for public security schools was up to more than 9,000.
