(Baonghean.vn) - Before the Lunar New Year 2016, the Interdisciplinary Team chaired by the Provincial Police basically established order in sand and gravel mining and trading activities; and handed over clean sites to the localities of Vinh City, Hung Nguyen, Nam Dan and Thanh Chuong. However, after Tet, at some locations, illegal sand and gravel gathering and trading continued to recur.

Standing on Ta Lam dike, in Hung Xuan commune, Hung Nguyen district, looking towards Yen Xuan bridge, you will immediately see an illegal sand and gravel wharf operating at high frequency. |
This illegal sand and gravel wharf uses two large cranes to scoop sand from two iron boats and bring it to the beach. The sand gathering operation is carried out in broad daylight, as if it had never been inspected or suspended by the Inspection Team under Decision 5445 of the province. This is the Hung Thuy sand and gravel gathering site, located close to the foot of Yen Xuan bridge; all equipment, machinery, and yards are located close to the newly renovated embankment. The owner of the site is Mrs. Le Thi Hung (Hamlet 9, Hung Xuan Commune). On December 31, 2015, the Interdisciplinary Inspection Team made a record of this gathering site because it had not yet completed dismantling equipment and machinery. |
Also on December 31, 2015, Ms. Le Thi Hung wrote a letter committing to dismantle all machinery to hand over the clean site to the locality. |
Also in Hung Nguyen district, in Hung Khanh commune, there is a sand wharf illegally dumping sand. This wharf uses both cranes and water cannons to dump sand onto the beach. |
In Vinh city, at sand wharf No. 1 of Hung Hung Joint Stock Company (the unit is completing procedures to have the province lease land and grant a license to open an inland waterway wharf), sand is also gathered on the beach using a water cannon. |
In reality, the inspection and control of some local authorities are not yet serious. Although the establishment of order in the transportation, gathering and trading of sand and gravel along the Lam River has issues related to businesses and people's lives that need to be resolved. However, since it is a regulation, it must be strictly implemented. It is recommended that the competent authority direct clarification (in the photo: The interdisciplinary inspection team according to Decision 5445 made a record assigning responsibility to the owner of the sand wharf, Le Thi Hung, on December 31, 2015). |
