At approximately 1:10 PM on February 13th, Phan Tài (born 1992, residing in Hamlet 7, Quỳnh Thanh Commune, Quỳnh Lưu District) was driving a motorbike with license plate 37L1 - 05.493, carrying Hồ Hữu (born 1992, residing in Hamlet 6, Quỳnh Văn Commune, Quỳnh Lưu District), traveling from Quỳnh Bảng Commune towards Quỳnh Thanh Commune (Quỳnh Lưu District).
