According to the indictment of the People's Procuracy, on April 15, the Road and Railway Traffic Police Department (PC68) of Dong Nai Provincial Police assigned Major Le Quang Minh and two traffic police officers of the Department to patrol and control traffic on National Highway 1A (through An Binh Ward).
At around 7:00 p.m. the same day, Thong drove a 60C-10.762 truck carrying pigs that exceeded the load capacity by more than 1.6 tons in the direction from Long Thanh district to Dong Nai bridge. When arriving at the Vung Tau intersection, Thong's vehicle was detected by Major Minh's patrol team for signs of violation, so they signaled him to stop for inspection, but the defendant did not comply and continued to accelerate and flee.
Seeing this, Major Minh asked a local to drive him after the driver and stop him. When he got close to the Dong Nai bridge toll station, he saw Major Minh overtaking him and forced Thong to stop. After that, Thong got out of the car but did not show his papers and argued with police officer Minh before getting back in the car and continuing to drive.
Major Minh ran after him on foot and jumped up with a flashlight, holding onto the rearview mirror and demanding Thong to stop the car. While chasing him, Major Minh fell to the ground and was run over by the rear wheel of the truck, killing him on the spot.
Also at the trial, the representative of the People's Procuracy asked the presiding judge to read the minutes of the unsealing of the camera system installed at the Dong Nai bridge toll station to verify the incident. In the minutes presented by the presiding judge at the trial, while climbing into the cabin of Thong's car, Major Minh used a flashlight to hit the rearview mirror, breaking it.
Major Minh's family also requested Thong and the car owner to compensate for the damage of nearly 350 million VND. The defendant Thong's family has compensated the victim's family with 100 million VND./.
