Car driver dragged victim more than 2km to death and reported
The driver who dragged the victim a long distance to his death in the early morning of April 4, 2018, declared that he had consumed alcohol at the time of the accident.
The professional units have organized an autopsy on the Mazda 3S car with license plate 72A-116.41 driven by Pham Cao Cuong (born in 1987; residing in Thang Nhat Ward, Vung Tau City) that caused the accident in the early morning of April 4, 2018. The incident caused public outrage because the victim was hit and dragged for more than 2km, leading to death and a deformed body.

Before that, at around 2am on April 4, the victim Do Quoc Tinh was driving a motorbike and collided with Bui Quang Anh Tu who was driving a car on Le Hong Phong Street, Vung Tau City. Tinh and his motorbike fell onto the road and were hit by a car driven by Pham Cao Cuong, who dragged Tinh under the car. The car continued to go towards Le Hong Phong Street and then to Le Loi Street. When it reached house number 99 Le Loi, Tinh fell out from under the car, Cuong still ran to the Seaview apartment building in Ward 10 and stopped. After that, Cuong drove home.
At the police station, Cuong confessed that he had been drinking alcohol when the accident happened. After hitting the victim, he drove a distance and saw someone chasing him. When he noticed the undercarriage, he realized that someone was caught and dragged away. However, Cuong still drove away. On the same day, Cuong's younger brother took the plastic sheet under the car and threw it away in Xuyen Moc district, Ba Ria-Vung Tau province.
During the investigation, collecting information from many sources, the police agency persuaded Cuong to declare the case, and at the same time coordinated with the People's Procuracy of Vung Tau City to collect evidence of the case./.
