Driver using drugs and speeding fined 35.9 million VND
Driving a vehicle while under the influence of drugs and speeding, a disabled man residing in Que Phong district was fined 35.9 million VND.
On July 29, Standing Vice Chairman of the Provincial People's Committee Le Hong Vinh signed a Decision to administratively sanction Mr. NKT (born in 1985), residing in Block 3, Kim Son town, Que Phong district.
The penalty decision clearly stated that Mr. NKT committed two administrative violations.

Specifically, Mr. NKT drove a car with license plate 37K-005.xx on the road while having drugs in his body (the body test result was positive for drugs). Accordingly, Mr. NKT was fined 35 million VND; stipulated in Point c, Clause 10, Article 5, Decree No. 100/2019/ND-CP dated December 30, 2019 of the Government; Clause 4, Article 23, Law on Handling of Administrative Violations (amended and supplemented in 2020). At the same time, the right to use a Class B2 car driving license was revoked for 23 months from the effective date of this Decision.
For driving a car at a speed exceeding the prescribed speed limit from 5km/h to 10km/h (speed test result: 65km/h/60km/h), Mr. NKT was fined 900,000 VND; stipulated in Point a, Clause 3, Article 5, Decree No. 100/2019/ND-CP dated December 30, 2019 of the Government.
The total fine Mr. NKT has to pay is 35.9 million VND.
