Container truck driver admits to drinking beer before causing accident
Hieu said he drank beer before driving but did not admit to using drugs and said "the brakes had problems" and could not be handled.

At noon on January 3, Lieutenant Colonel Nguyen Minh Sang, spokesman for Long An Provincial Police, said that the case had been prosecuted.Violation of road traffic regulations;At the same time, driver Pham Thanh Hieu (32 years old) was detained for investigation.
Initially, Hieu admitted to drinking beer before driving but did not admit to using drugs. The driver also said that before the accident, the "brakes had a problem" and could not stop the car.
However, this is only Hieu's initial confession. Currently, the investigation agency is examining the container truck that caused the accident to serve the investigation.
Talk toVnExpressMr. Ho Thanh Nhan (45 years old) - Director of Thanh Duc Company Limited said that Hieu has worked at the company for about 5 years, has a class FC driver's license (container driver's license) issued by the Ho Chi Minh City Department of Transport in 2015. This driver is paid for each shipment (no labor contract).
The company specializes in transportation and has about 20 drivers. Hieu is considered by Mr. Nhan to be the "best driver" in the company, who "works hard" to support his wife and two young children. "I was very surprised when Hieu tested positive for drugs. In all the years we worked together, we never saw him show signs of drug use or addiction," Mr. Nhan commented.
Yesterday morning, Hieu came to pick up the rice truck from Tan An City to Saigon and "did not show any strange signs". In the afternoon, when informed by the locals, he sent 6-7 people to the scene to help take the victims to the emergency room. This morning, the company visited and supported the injured victims with 3-5 million VND, and the deceased with 10 million VND.
"After this incident, the company will tighten the management of drivers as well as the process of delivering vehicles to transport goods," said Mr. Nhan.
At around 3:30 p.m. on January 2, Hieu drove a tractor trailer carrying two containers of rice (20 feet each) from Long An to Ho Chi Minh City. At the Binh Nhut intersection on Highway 1A, near Ben Luc Bridge, the vehicle swerved past a truck in front and then crashed into the two-wheeled vehicle lane, hitting a series of motorbikes stopped at a red light.
The container continued to roll over and dragged several other motorbikes under it, dragging them for about 150 meters before stopping. The accident killed 4 people, injured nearly 20, and deformed 21 motorbikes.
After 7 hours of hiding, Hieu turned himself in to the investigation agency. The first test showed that Hieu tested positive for drugs in his urine and alcohol in his blood.
With the particularly serious accident, Hieu will be prosecuted for the act.Violation of road traffic regulationsaccording to Clause 3, Article 260 of the 2015 Penal Code withPenalty range from 7 to 15 years in prison.
Article 260, Clause 3 provides:
a) Causing the death of 3 or more people.
b) Causing injury or damage to the health of 3 people with a bodily injury rate of 61% or more for each person.
c) Causing injury or damage to the health of 3 or more people, with the total body injury rate of these people being 201% or more.
d) Causing property damage of VND 1.5 billion or more.
