The talk show "Those Who Talk Too Much" self-produced and distributed on Youtube with content criticizing famous artists is receiving much criticism from public opinion.

The talk show “Bitches in town” or also known as “Those who talk too much” has caused a stir and controversy in the public recently. The program is produced by Monday Morning Company, under the guidance of MC Thuy Minh, blogger Nguyen Ngoc Thach and stylist Le Minh Ngoc. Throughout the program are gossips and gossips of the 3 MCs revolving around scandals and artists in the Vietnamese entertainment industry.

In recent episodes, “The Talkative Ones” has continuously “attacked” celebrities with shocking statements and negative words. For example, in episode 20 of the show, the three MCs touched on many singers such as Thuy Tien, Dong Nhi, Yumi Duong, Van Hugo, and Ly Nha Ky.

Nguyen Ngoc Thach said: "Dong Nhi looks old when she dresses like Ong Cao Thang's grandmother, not his lover" or "Ho Vinh Khoa should only take off his clothes for people to see, he shouldn't sing". They also subjectively criticized Ly Nha Ky and My Tam for having bad taste in clothes but "still confidently dressing badly". As for Toc Tien, the MCs said that she has a strong voice but lacks emotion. Overseas MC Ky Duyen was also evaluated by Thuy Minh: "In general, she (Ky Duyen) is a bit cowardly". The three MCs also commented on the incident of Ho Ngoc Ha "stealing her husband" with many unverified details.

After the “just for fun” words, the 3 MCs laughed heartily. Not only the artists but also the public felt the crude way of making jokes. Especially when many sentences were personally insulting, violated public morals, many untrue details were made up into stories that could have a significant impact on the artists.

On social media, artists have continuously posted statuses expressing their anger and indignation at the fact that their names have been made fun of. Singer Dong Nhi said she would sue the organizers and seek intervention from the authorities if the show continues to go too far. Miss Dang Thu Thao shared: "Please stop this show. Don't hurt others with such terrible language."

Supermodel Ha Anh said: "I think that chat shows of people sitting around chatting about who wears what badly, who loves who, who leaves who... cannot be considered a cultural program. When you sit down to talk in front of millions of people, you yourself need to have standards in terms of language. The program does not bring any positive value to modern life, other than helping some people feel entertained, feel like they look better, when they can laugh at others."

How to deal with cultural gaps?

Although many artists are upset, no authorities have officially stepped in to handle a program that is considered to belong to the cultural field. Because “Those who talk too much” have circumvented the law by distributing the program on Youtube.

Youtube is the world’s largest online video sharing website with servers located overseas, and the management unit is not responsible for the videos users upload to their network. Users will decide to remove “Talkative People” if the content is offensive by reporting the violation.

Regarding the units managing cultural content on Youtube, Mr. Hoang Vinh Bao, Director of the Department of Radio, Television and Electronic Information (Ministry of Information and Communications) admitted that: "The issue of managing cultural products produced by Vietnam posted on Youtube still has many limitations and shortcomings. We do not have enough resources to control and can only handle when violations are detected."

However, even when violations are detected, how to handle them is still a difficult question. According to Mr. Hoang Vinh Bao: "In fact, there are currently some regulations on penalties but they are not strong enough to act as a deterrent, especially in areas related to digital content and the Internet environment. However, the difficult problem for managers is which form of penalty according to the decree will be applied to products that violate public morality on the Internet?"

It is difficult to handle infringing products, management units can only hold responsible the person who spreads the violating content on Youtube: "The person who provides and spreads information on the internet must be responsible before Vietnamese law for the posted content if they are living and doing business in Vietnam. Some cases of spreading clips on YouTube in the past had content that violated the law, contrary to good customs, whether self-recorded or took someone else's clip to post, when investigated by the authorities, the person who spread the content will still be punished according to the law" - Mr. Hoang Vinh Bao said.

Previously, the loopholes in the dissemination of digital content on the Internet were also discussed in the case of obscene music by Yanbi, Mr.T and “Càn hộ số 69” labeled 18+ being posted widely on Youtube. The punishment of these cases according to which law, regulations and which management agency to assign responsibility to also took up a lot of ink in the press.

At that time, the Department of Radio, Television and Electronic Information (Ministry of Information and Communications) was discussing amendments to Decree 72 on services providing and sharing cultural products in Vietnam on the Internet as a way to prevent these loopholes. However, up to now, no document or decree has been issued to tighten the management of cultural content on the Internet./.
