The police agency has signed a decision to temporarily suspend Lieutenant Colonel Le Huy Cao, Chief of the Commune Police, for his inappropriate behavior when working with the people.

According to Colonel Lam Van Long - Deputy Director of Binh Phuoc Provincial Police, previously, Phu Rieng District Police were investigating the case with signs offraud and appropriation of propertyoccurred in Dong Xoai city, Binh Phuoc province involving a three-wheeled vehicle that Dau Ngoc Hoan (the person beaten by Lieutenant Colonel Le Huy Cao) claimed was his own.

In fact, the tricycle belonged to Ms. Nguyen Thi Tuyet Van (32 years old, residing in Dong Xoai city). On August 5, Cao Van Que (30 years old, also residing in Dong Xoai city) used deceitful tricks to trick Ms. Van into pawning the tricycle to Mr. Dau Ngoc Dan (Dau Ngoc Hoan's brother) for 8 million VND.

Upon learning of the incident, Ms. Van and Que went to Hoan's house in Binh Son commune, Phu Rieng district to redeem the motorbike. When Que took the motorbike out and drove it for a while, it fell into a ditch. The motorbike was damaged and could not be driven anymore, so Que asked Hoan to look after it and returned home. Later, people discovered the motorbike on the side of the road and suspected it was stolen property and reported it to the Binh Son commune police.

Based on the information reported, Lieutenant Colonel Le Huy Cao - Chief of Binh Son Commune Police assigned the Commune Police and militia to the scene. After that, the police called a car to tow the tricycle back to the headquarters, but Hoan came out to stop them.

Because they could not convince Hoan to hand over the car, the force reported to the Commune Police Chief. Upon hearing the news, Lieutenant Colonel Le Huy Cao came to the scene to explain and ask Hoan to comply with the request to bring the car to the headquarters for verification and clarification. However, Hoan still obstructed and sat in the car without complying.

Lieutenant Colonel Le Huy Cao then punched, kicked, and handcuffed Hoan. The scene of Mr. Cao beating Hoan was filmed by locals and shared on social media. The shared video made the public indignant about the behavior of the man in military uniform. Immediately after that, the provincial police leadership requested clarification.
