Mr. Phan Ngoc Quang, Head of the Department of Standards, Metrology and Quality (Department of Science and Technology) said that this unit has just signed a decision to temporarily suspend Mr. Trinh Quang Thong, Head of the Quality Standards Department. The reason is that Mr. Thong committed violations in issuing test results of bottled water quality products in the province.

Specifically, on October 12, the Nghe An Department of Standards, Metrology and Quality signed Decision No. 128 to temporarily suspend Mr. Trinh Quang Thong from work for 15 days to clarify the matter. On October 28, the Department of Standards, Metrology and Quality continued to issue Decision No. 134 to extend the temporary suspension of work for 15 days to clarify the violation of Mr. Trinh Quang Thong.

Previously, the Interdisciplinary Inspection Team of the Provincial People's Committee chaired by the Department of Science and Technology of Nghe An discovered through inspection that many bottled water products in Nghe An did not meet the declared quality standards but were still sold on the market. These production facilities were issued with test certificates by the Quality Standards Department (under the Nghe An Department of Standards and Quality Measurement) led by Mr. Trinh Quang Thong and used to declare conformity.

According to Mr. Phan Ngoc Quang, Head of the Department of Standards, Metrology and Quality: In 2008, Mr. Trinh Quang Thong was appointed as Head of the Department of Standards and Quality, in charge of the Vilas 236 Testing Room of the Department. In October 2012, the Vilas 236 Room ceased operations, and the Department proceeded to revoke the seal. However, before returning the seal to the agency, Mr. Thong faked the seal on many test results, which served as the basis for issuing certificates of conformity to bottled water production facilities.

“The results confirmed by Mr. Trinh Quang Thong and issued to the facilities for conformity declaration are invalid, because that seal was only issued to Mr. Thong for confirmation and has internal value within the agency. Based on the results of the Vilas department, the new Sub-Department is the unit authorized to issue that quality inspection certificate and has legal value,” said Mr. Quang.
