Detained 5 former commune officials who appropriated 8 plots of land using fake documents
These 5 defendants created fake records in the list of approved land use right certificates to legalize 8 fertile land lots, causing a loss of nearly 300 million VND to the state budget.
Quang Xuong District Police (Thanh Hoa) has just issued a decision to prosecute the case, prosecute the accused, and temporarily detain 5 former officials of the People's Committee of Quang Loc Commune for abusing their positions and powers to create fake documents to appropriate 8 plots of land along National Highway 4A.

Five defendants who were former officials of the People's Committee of Quang Loc Commune, Quang Xuong District during the period 2003-2006 have just been temporarily detained, including: Hoang Van Kien (65 years old, former Secretary of the Commune Party Committee), Nguyen Van Thao (58 years old, former Head of the Commune Economic Committee), Le Duy Tuyen (50 years old, former commune cadastral officer), Nguyen Trong Luat (63 years old, former commune budget accountant), Tran Van Phu (62 years old, former Chairman of the Commune People's Committee).
According to the investigation results of Quang Xuong District Police, taking advantage of the State's policy on legalizing and granting certificates of land use rights to households, the above 5 defendants discussed, borrowed people's names, and created fake records in the list of approval for granting certificates of land use rights to legalize 8 lots of colored land belonging to the agricultural land group, managed by the People's Committee of Quang Loc commune at plot 196, map number 8 south of Cau river on National Highway 4A in village 8, Quang Loc commune.
On January 10, 2006, the Chairman of the People's Committee of Quang Xuong district signed a decision to grant land use right certificates for 8 plots of land that the defendants had put on the list for land appropriation, causing damage to the State budget of nearly 300 million VND.
The incident was only discovered when some people bought these plots of land and sold them to others at a price difference of billions of dong.
Also related to the case of violations in land acquisition, compensation, and site clearance in Quang Loc commune in 2016-2017, on May 14, Quang Xuong District Police executed the decision to prosecute the case, prosecute the accused, and apply measures prohibiting them from leaving their place of residence for irresponsible behavior causing serious consequences for 3 accused including: Bui Manh Thanh (43 years old, former Party Secretary of the commune and Chairman of Quang Loc commune), Lam Van Quang (40 years old, specialist of the Department of Natural Resources and Environment of Quang Xuong district), Nguyen Huu Tin (56 years old, Deputy Head of the Department of Natural Resources and Environment of Quang Xuong district).
