Among the detained subjects are 3 doctors who are the heads of Long Binh Tan, Tan Long and Hien Phuoc polyclinics; 1 doctor who is the Deputy Head of Tam Duc Polyclinic and 1 specialist at My Duc polyclinic. The remaining 13 subjects are pharmacists, medical staff and brokers who specialize in forging documents at polyclinics in Bien Hoa City.

Initially, Bien Hoa police discovered more than 130,000 sick leave certificates to receive social insurance and more than 400health certificatewith the content of recording false results, to sell to workers to settle social insurance and health insurance payments. The subjects also created records to withdraw health insurance money from workers even though in reality the workers were not sick and did not go to the doctor, but the clinics still received money for medical examination and treatment from the health insurance source.
This has caused budget losses and affected the operations of businesses. The trick of the subjects in the network is to falsely confirm that workers are sick to receive social insurance with an estimated amount of up to hundreds of billions of VND.
Previously, on May 30, after searching 6 clinics in the area, Bien Hoa Police discovered many violations in the medical examination and treatment process. In particular, the clinics had confirmed many types of documents and then sold them to workers to profit from insurance money.
