Previously, on September 11, 2021, Dong Hieu Commune Police, Thai Hoa Town discovered and arrested Bui Thi Huong while she was gambling by recording lottery numbers directly on paper for many players. The police temporarily seized 8.2 million VND, 1 car, 6 lottery number recording cables and many other related exhibits.

To avoid the authorities, Huong registered as a ticket agent of the Lottery Company, from which she carried out gambling in the form of illegal lottery numbers. The subject agreed with the gamblers not to accept lottery numbers over the phone but only to use lottery cables without the name or age of the buyer and seller, and after finishing the job, she would destroy all lottery cables on the same day.
