Detained father who chained his legs, tied his hands, and used a motorbike to pull his child on the road
On July 6, regarding the case of a boy being abused, the Investigation Police Department issued a decision to temporarily detain Pham Van Truong to serve the investigation.
Previously, on July 5, onsocial networkshared a clip recording the image of a boy with his legs chained with iron chains, his hands tied behind a motorbike and being dragged on the road by a man driving the motorbike.
During the investigation, authorities determined that the incident occurred in Bach Dang ward, and the man who committed the brutal act in the clip was Pham Van Truong, who is also the child's biological father.

At the police station, Truong confessed that because he suspected his son PMT (born 2010) of stealing his money and phone, he cursed and beat him, leading to PMT having to leave home and wander since June 26.
On the morning of July 5, when he discovered that PMT had returned home, Truong used an iron chain to hang T.'s legs upside down and used a wooden bar, plastic pipe, and shoe brush to hit his son's thighs.
Out of fear, PMT admitted to taking the money, phone and directing Truong to a store in the area of Provincial Road 359 (section through Bach Dang ward).

On the way, Truong used a motorbike to drag PMT while his legs and hands were chained to the motorbike.
Afterwards, because PMT was in pain and calling for help, people around recorded the scene and rescued him, and at the same time, took PMT to the ward police station.
Based on the evidence and documents collected, the Investigation Police Agency of Hai Phong City Police has detained Pham Van Truong (born in 1983, residing in residential group 7, Bach Dang ward, Hai Phong city) to investigate the act of "Torturing others" according to the provisions of the Penal Code.
