New Chairman of Nghe An Provincial People's Committee: Dedicated, devoted with the highest sense of responsibility

… First of all, I would like to express my sincere and deepest thanks to the delegates of the Provincial People's Council for trusting and electing me to hold the position of Chairman of the Provincial People's Committee for the 2016-2021 term, succeeding comrade Thai Thanh Quy - Alternate member of the Party Central Committee, Secretary of the Provincial Party Committee.

For me personally, being transferred by the Secretariat and assigned to work in Nghe An province, the homeland of beloved President Ho Chi Minh, a land with a revolutionary tradition and a long history and culture, a land of outstanding people, the birthplace of many historical figures, national heroes, great cultural figures and scientists... is an honor and pride, but at the same time it is also a great pressure and a very heavy responsibility before the Party Committee, the government and the people of the province in the condition that I still have certain limitations in knowledge and practical experience regarding the local situation, state management and administrative operations in the province.

I am deeply aware that this is not only an opportunity for me to practice, challenge, and supplement my knowledge and practical experience, but also an opportunity for me to participate in contributing to the overall development of my province and I personally need to make every effort, be dedicated, and have the highest sense of responsibility, proactively grasp the actual situation, be close to the grassroots, be close, attached, respectful, and listen to the opinions of the people, and strive to excel in order to complete the assigned tasks with quality and efficiency in order to meet the thoughts, aspirations, and wishes of voters and people in the province.

I took up work in the province at the beginning of 2020, the last year of the 18th Provincial Party Congress and also the last year of the 5-year socio-economic development plan (2016 - 2020), a time of decisive significance for the completion of the goals, targets and tasks according to the Resolution of the 18th Provincial Party Congress and the 5-year plan. At the same time, this is also the year to focus on organizing Party congresses at all levels towards organizing the 19th Provincial Party Congress and the 13th National Party Congress.

Over the past years, with the efforts of the Party Committee, government, people and armed forces in the province, Nghe An province has achieved comprehensive and outstanding results in the fields of economy, culture, society, national defense, security, Party building and political system.

The average intra-provincial economic growth rate (GRDP) in the period 2016 - 2018 reached over 8%, in 2019 alone GRDP growth reached over 9%, budget revenue reached over 16,300 billion VND. Nghe An is a province that has exceeded the target of implementing new rural construction with over 61% of communes recognized.

The province's administrative reform and improvement of the investment and business environment have always been focused on and effectively implemented, achieving positive results: the provincial competitiveness index (PCI) has always been improved, currently ranking 19th in the country and first in the North Central region; the provincial public administration and governance efficiency (PAPI) ranks 4th in the country; the administrative reform index (Par Index) continues to improve, ranking 29th out of 63 provinces and cities. Nghe An is increasingly becoming an attractive destination for domestic and foreign investors.

However, in the process of development, the province still faces some difficulties and challenges in attracting resources for investment and development and promoting economic growth. Some economic development targets set out in the Resolution of the 18th Provincial Party Congress on growth rate, per capita income and budget revenue have not yet reached their targets.

In addition, the provincial economy is also affected by complex and unpredictable developments, general difficulties of the world and domestic economic situation, adverse impacts of natural disasters and epidemics are still creating challenges for the implementation and completion of the 5-year socio-economic development goals and tasks (2016 - 2020).

In the coming time, in my working position, I pledge to devote all my mind, strength and all my abilities and experiences with the spirit of seeking knowledge, learning, and inheriting the experiences of previous leaders to join hands with the collective leadership of the Provincial People's Committee and members of the Provincial People's Committee in the spirit of solidarity, unity, innovation, creativity, daring to think, daring to do, daring to take responsibility, saying what you do; on the basis of inheriting and promoting the socio-economic development results achieved in the past time and overcoming limitations and difficulties; strictly complying with the leadership of the Provincial Party Committee and the Provincial People's Council; closely follow the Resolution of the 12th Party Congress, the Resolution of the 18th Provincial Party Congress, Resolution No. 26 of the Politburo, Notice No. 55 on the 5-year review of the implementation of Resolution 26 of the Politburo on the development direction of Nghe An province to 2020 to focus on implementing and completing at the highest level the assigned goals, targets and key tasks.

In the immediate future, lead, direct and implement the 27 socio-economic targets approved by the Provincial People's Council in the Resolution on the province's socio-economic development plan for 2020; focus on doing well the work of building the provincial planning for the period 2021 - 2030, with a vision to 2045; build the socio-economic development plan and the 5-year public investment plan for the period 2021 - 2025; promote the mobilization and effective use of resources for development investment, especially for key infrastructure projects and infrastructure in the western region of the province; strengthen administrative reform, improve the investment and business environment, attract domestic and foreign investors to invest in the province to promote economic growth, improve income and life of people in the province.

I am also deeply aware that, in order to fulfill my responsibilities, I personally must place myself in the collective, organization and need the support, help, care, leadership and direction of leaders at all levels at the Central level, the regular and timely leadership of the Provincial Party Committee; the supervision of the Provincial People's Council, the People's Council delegates, the close and effective coordination of the Provincial Fatherland Front Committee and mass organizations in the province, and the trust and support of cadres, party members and all the people in the province.

I also hope to receive guidance and experience from previous generations of leaders, veteran comrades, and provincial leaders of different periods to help me gain more valuable lessons in my work.

I hope to always have the consensus and cooperation of the members of the Provincial People's Committee, leaders of departments, branches, localities and the team of cadres and civil servants in the entire provincial government system in every action and work in the spirit of raising the sense of responsibility, maintaining public ethics; discipline, administrative discipline; always striving with high determination, spirit of innovation, dynamism, creativity and the highest responsibility to perform the assigned tasks with quality, effectiveness and efficiency, taking the satisfaction of the people and businesses operating in the province as the goal to strive for and making positive contributions to the overall development of the province in the coming time.
