Tan Ky: Simultaneously launching a campaign to dismantle illegal sand docks

On March 27, Mr. Pham Van Hoa - Chairman of Tan Ky district personally went along the Con River to inspect and resolutely direct the destruction of all illegal sand wharves.
On March 27 alone, major illegal sand docks in the communes of Nghia Dung, Nghia Binh, Nghia Dong, and Tan Long were destroyed. The measures were to mobilize the commune police force and militia to burn down shacks, and especially use excavators to destroy the roads leading to the sand docks. Mr. Nguyen Cong Thanh, an official of Tan Long commune, said: The commune has destroyed the entire road leading to the sand dock of the subjects Tran Van Lai and Tran Van Ngan.
These subjects have long been using "water hoses" to suck sand, causing landslides on cultivated land and the entire internal traffic route. Not to mention the trucks carrying sand in and out, destroying all the traffic routes in the village. In Nghia Dong commune, excavators have dug holes 1-1.5m deep on the road to Dau and Coc piers to prevent vehicles from going down to the sand piers. Some local people said: In addition to some Nghia Dong residents using boats to suck sand freely, Hai An Trading and Service Company Limited has long been taking advantage of the exploration license to organize massive and large-scale exploitation. Mainly using large-capacity ships and even loaders, hiring local workers day and night to suck sand, earning a profit of 3-5 million VND per day. Witnessing the area where Hai An Company "gutted" the Con River, we realized that the river was dry this season, with many bumps and dents, and the riverbanks were eroding in many sections.

At the foot of Sen bridge in Nghia Binh commune, there are 3 illegal sand gathering points. The commune's functional forces have dismantled all the tents. A local resident said: The boat has just sucked sand right at the foot of the bridge. If the functional forces do not arrest them, the risk of Sen bridge collapsing can happen at any time.
Mr. Pham Van Hoa added: Tan Ky district currently has 16 sand wharves mainly concentrated in 11 communes and towns, such as Nghia Binh, Nghia Dung, Nghia Hop, Tan Huong, Phu Son... Up to this point, the district has directed the destruction and dismantling of all illegal sand wharves. In recent years, Tan Ky has regularly strengthened inspection and punishment work, such as in 2012 the District People's Committee fined 80 million VND for illegal sand mining and Tan Ky District Police fined 160 million VND. In the first quarter of 2013 alone, the district fined 18 million VND to 4 owners of illegal mining vehicles. However, the current difficulty is that Tan Ky only has 1 unit licensed to mine sand, but the license has now expired.
While sand is very necessary for construction needs in the area and neighboring districts, the district is proposing that the Provincial People's Committee issue licenses to units that have approved reserves and investment licenses so that the units can exploit sand in accordance with the planning, ensuring security and order, and not losing revenue from resource taxes.
