To strengthen the work of ensuring traffic order and safety in the province during the National Day holiday and the opening of the new school year 2016-2017, and at the same time strictly implement the Prime Minister's Official Dispatch No. 1502/CD-TTg dated August 23, 2016, the Provincial People's Committee requests:
People's Committees of districts, cities and towns:
- Strengthen propaganda to raise awareness of traffic participants in complying with traffic safety laws and measures to prevent traffic accidents; in particular, pay attention to preventing boat sinking accidents, motorbike and bus accidents; focus on propaganda to wear helmets properly and not to drive after consuming alcohol.
- Coordinate with relevant agencies to strengthen state management of passenger transport activities on roads, railways and inland waterways. Mobilize forces to participate in ensuring traffic order and safety at bus stations, railway stations, river crossings, tourist areas, hydroelectric reservoirs and on key routes. Focus on implementing measures to ensure traffic order and safety in school areas, to avoid traffic congestion on the opening day.
- Organize the clearance of traffic corridors and urban sidewalks, especially on traffic routes and key areas... Resolutely handle violations and confiscate vehicles, business tools and services that re-encroach on traffic safety corridors, sidewalks and urban areas after clearance.
- Check and review traffic intersections, intersections between roads and railways, sign systems, traffic lights, potential traffic unsafe locations and take timely warning or remedial measures when incidents occur; check and identify traffic unsafe locations on rural roads, especially suspension bridges and residential bridges, temporarily stop operating unsafe structures, promptly organize maintenance and repair to ensure people can travel safely and conveniently.
- For localities with operating ferry terminals, it is necessary to repair the access roads to ensure convenience and safety; regularly check to prevent the situation of carrying more people than the prescribed number at key ferry terminals; supplement life-saving equipment, and monitor the use of life-saving equipment when traveling by ferry.
Department of Transport:
- Develop plans to increase passenger transport capacity, renovate bus stations and airports, innovate ticket sales methods to facilitate passengers, and meet the maximum transportation needs, especially at traffic hubs; minimize congestion at bus stations and train stations. Strengthen measures to manage passenger transport activities, educate drivers to comply with traffic rules, and prevent and stop accidents involving passenger vehicles.
- Direct the Traffic Inspectorate to coordinate with the Police force to develop a plan to organize traffic flow; arrange forces to be on duty regularly in complex traffic areas to take timely measures to regulate and clear traffic, resolutely not allowing traffic jams to occur.
- Strengthen inspection and supervision of technical safety conditions of vehicles; resolutely not allow vehicles to participate in traffic that violate traffic safety regulations, operate vehicles without a driver's license, or are not in good health; prevent speculation, ticket trading, illegal ticket price and transportation fare increases; ensure security and order at bus stations, train stations and on vehicles operating on the road. Direct the inspection and strict supervision of passenger transport activities at ferry terminals and tourist attractions.
- Strengthen inspection of safety conditions of traffic infrastructure works; repair damaged road surfaces, organize cleaning of roadsides and sidewalks; inspect and review traffic junctions, intersections between roads and railways, sign systems, traffic lights, potential traffic unsafe locations and take appropriate warning measures;
- Direct construction units on sections and routes that are both under construction and in operation to implement measures to ensure traffic order and safety, guide vehicles to circulate safely to avoid traffic jams and traffic accidents, clear construction materials, machinery and equipment, arrange lights and signs fully, and smooth connections must be made in areas where construction has not been completed to ensure smooth and safe traffic.
- Coordinate with local authorities at all levels to strengthen the management of waterway safety at passenger wharves across the river and tourist attractions. Resolutely suspend the operation of illegal wharves and vehicles that do not ensure conditions and life-saving equipment. Actively promote and remind passengers to use life jackets and flotation devices when crossing the river by boat.
Provincial Police:
Continue to maintain and expand special task forces in coordination with forces (including commune-level police) to strengthen patrols and control of key areas and routes 24/7 to detect and strictly handle violations of traffic safety and order, especially passenger vans and taxis that do not ensure technical safety of vehicles, speeding, competing for passengers, stopping and parking in the wrong places, violating regulations on speed, regulations on driving time, passenger vans carrying flammable and toxic substances, violating alcohol concentration; violations by drivers of motorbikes, electric bicycles, etc.; Develop plans to prevent and stop illegal racing.
- Strengthen patrols, focus on mobile patrols, detect and strictly handle violations of traffic safety order, especially speeding, carrying more passengers than prescribed (both on road and waterway), driving with alcohol concentration exceeding the permitted level, not providing life jackets for passengers on water vehicles...; develop plans to prevent and stop illegal racing;
- Arrange traffic police and public order police to coordinate with traffic inspectors to be on duty on key traffic routes, areas at risk of traffic congestion and areas where traffic accidents often occur; develop plans to organize and regulate traffic, arrange sufficient rescue vehicles to promptly resolve incidents, and prevent prolonged traffic congestion.
Department of Education and Training; universities and colleges:
Implement traffic safety education for students right from the beginning of the new school year; direct schools to sign commitments with families and students on compliance with traffic safety regulations, coordinate with local authorities to implement measures to ensure traffic order and safety at school gates, and prevent traffic jams.
Provincial Youth Union:
Strengthening propaganda and legal education on traffic safety and order to raise awareness of law observance among youth union members; mobilizing youth volunteers to participate in propaganda and traffic guidance at key intersections, crowded areas, ferry terminals, tourist areas, etc. to ensure traffic safety during the holidays.
Department of Information and Communications; Provincial Radio and Television Station and press agencies in the province:
Increase the time and content of traffic safety propaganda during the holidays; focus on propaganda warning about non-compliance with the law causing traffic accidents, sanctions, preventive measures and traffic participation skills; warn about traffic accidents caused by drinking alcohol above the prescribed concentration, drowning at beaches, hydroelectric reservoirs, etc.
Provincial Fatherland Front, social organizations:
Strengthen propaganda and mobilization of organizations and individuals to comply with legal regulations on traffic safety and order, and voluntarily relocate and dismantle illegal constructions within the traffic safety corridor.
Standing Committee of Provincial Traffic Safety Committee:
Advise the Provincial People's Committee to establish two interdisciplinary teams to inspect and urge the work of ensuring traffic order and safety in key areas. Regularly monitor, urge and inspect units and localities to strictly implement this telegram.
Require relevant departments, branches, sectors, organizations and People's Committees of districts, cities and towns to seriously implement and report the results to the Provincial People's Committee (through the Standing Committee of the Provincial Traffic Safety Committee) before September 10, 2016 to synthesize and report to the Central Government, Provincial Party Committee, Provincial People's Committee according to regulations.
Provincial People's Committee
