Strengthen measures to remove encroachments on traffic safety corridors.
(Baonghean) - In recent times, the Provincial People's Committee has implemented many decisive measures, focusing on clearing encroachments on traffic safety corridors and urban sidewalks, initially achieving some positive results (in Vinh City, some roads have been cleared; localities have focused on clearing encroachments in market areas, schools, densely populated areas... limiting encroachments on traffic safety corridors... contributing to reducing traffic accidents and traffic congestion compared to the same period last year).
(Baonghean) - In recent times, the Provincial People's Committee has implemented many decisive measures, focusing on clearing encroachments on traffic safety corridors and urban sidewalks, initially achieving some positive results (in Vinh City, some roads have been cleared; localities have focused on clearing encroachments in market areas, schools, densely populated areas... limiting encroachments on traffic safety corridors... contributing to reducing traffic accidents and traffic congestion compared to the same period last year).
However, after the clearance, the re-encroachment situation tends to increase and is widespread in many places, especially the encroachment on sidewalks, setting up markets, conducting business and services, washing cars, stockpiling construction materials, and parking vehicles; the situation of container trucks stopping and parking illegally on some roads causes obstruction and poses a risk of traffic accidents.
The reasons include the lack of decisive action by local authorities in combating re-encroachment, insufficient and ineffective handling of violations; inadequate efforts in raising awareness and encouraging households to voluntarily dismantle illegal structures and items; and the market management boards collecting fees and allowing households to encroach on roads and sidewalks.They display goods for sale, causing obstruction and traffic congestion... but the local authorities have not paid attention or directed a decisive solution.
To enhance traffic safety and order during the peak periods of the New Year and Lunar New Year (Year of the Horse 2014), the Chairman of the Provincial People's Committee requests:
1. Chairpersons of the People's Committees of districts, cities, and towns:
- Directing the launch of a concentrated campaign to raise public awareness of violations related to encroachment on traffic safety corridors, while simultaneously compiling a specific list of violating households and organizing the signing of commitments requiring these households to voluntarily dismantle structures and items violating traffic safety corridors before the 2014 New Year. This campaign will begin simultaneously on December 23, 2013, throughout the entire province.
- Directing the mobilization of functional forces and commune-level forces to focus on clearing violations of traffic safety corridors; resolutely and strictly handling cases of intentional violations and non-compliance with regulations on ensuring traffic safety; dealing with business items encroaching on sidewalks, vehicles stopping and parking in unauthorized places, especially the situation of markets, awnings, hanging and placing advertising signs, stockpiling construction materials and waste, affecting traffic safety and order before the 2014 New Year.
- Assign responsibility to the Chairpersons of the People's Committees of communes, wards, and towns to directly supervise and intensify propaganda and mobilization efforts (using public address systems, directly visiting households to disseminate information, etc.), clear encroachments, and maintain the achieved results, resolutely preventing re-encroachment after clearance.
- Arrange, organize, and manage areas for selling flowers and ornamental plants for Tet, ensuring security, traffic safety, and convenience during the peak Tet season of 2014. Direct efforts to improve environmental sanitation, ensuring a green, clean, and beautiful landscape for the people to enjoy Tet and welcome the Spring.
- In Vinh City specifically, focus on clearing encroachments on roads and sidewalks for displaying goods and conducting business... especially on Nguyen Sy Sach Street, 3/2 Street, Truong Thi Street, Le Hong Phong Street, Ho Tung Mau Street, Minh Khai Street... and areas around Cau Kenh Bac Market, Nghi Phu Market, Quan Lau Market, Cua Bac Market, Vinh University Market, Vinh Market, Ga Market, Vinh Bus Station... Organize traffic guidance and flow management to ensure smooth and safe traffic at key intersections, preventing localized traffic congestion.
2. Department of Transportation:
- Assign a leader from the Department to directly oversee the work of clearing traffic corridors, guiding, inspecting, and urging districts, cities, and towns to develop clearance plans and implement them according to schedule and requirements. The focus should be on disseminating information about the scope of clearance, clearance methods, mobilization of forces, implementation time, organization of clearance, inspection, and handling of violations…
- Direct the Transport Inspectorate to coordinate with relevant levels, sectors, and agencies, as well as the People's Committees of districts, cities, and towns, to organize the clearance of traffic corridors on all routes. In particular, focus on completely clearing each route and area, prioritizing urban routes and key areas.
- Upon completion of the clearance operation, conduct inspections in each area and along each road to assess the results achieved, draw lessons learned, and submit a written report to the Provincial People's Committee to commend units and localities that performed well; criticize units and localities that implemented the operation slowly or ineffectively, and take corrective measures in the future.
3. Provincial Police:Directing the mobilization of forces to ensure security and order during the demolition process; mobilizing police forces from districts, cities, and towns to coordinate with the Traffic Inspectorate and traffic management units to disseminate information and encourage people to comply with the dismantling of illegal structures; strictly and promptly handling cases of violations of traffic corridors and non-compliance with relocation and demolition orders.
4. The Department of Information and Communications, the Provincial Radio and Television Station, Nghe An Newspaper, and other local and central press agencies located in the area:Increase the amount of news coverage and broadcasts promoting traffic safety, condemning and criticizing violations and re-encroachment on traffic corridors, and reflecting on the work of clearing traffic safety corridors throughout the province, creating a strong shift in awareness and consensus among officials, Party members, and the people.
5. Relevant provincial departments and agencies; Road Management Area 4:Based on its functions and responsibilities, the province will strengthen close coordination with the People's Committees of districts, cities, and towns to comprehensively and decisively implement measures to ensure traffic safety and clear traffic safety corridors throughout the province.
6. We propose that the Provincial Fatherland Front Committee and social organizations strengthen their propaganda efforts.Encourage organizations, individuals, union members, association members, and their families to set a good example in complying with traffic safety regulations and voluntarily relocating or dismantling illegal structures within the traffic safety corridor.
7. Standing Committee of the Provincial Traffic Safety Board:Regularly monitor, guide, inspect, and urge relevant departments, agencies, organizations, and the People's Committees of districts, cities, and towns to implement this directive. Compile and report the results of the implementation to the Provincial People's Committee for further guidance.
8. Assign to the Provincial Emulation and Commendation Standing Committee:In coordination with the Standing Committee of the Provincial Traffic Safety Board, monitor and compile data to serve as a basis for evaluating the performance of collectives and individuals in 2014.
Directors of departments, heads of relevant agencies and organizations; chairmen of the People's Committees of districts, cities, and towns are required to seriously implement this; if any unit or locality allows encroachment on traffic safety corridors causing traffic congestion, the head of that unit or locality will be held responsible before the Chairman of the Provincial People's Committee.
