(Baonghean) - Along with many other units of Nghe An Provincial Police, in recent times, leaders and officers of the Fire Prevention, Fire Fighting and Rescue Police Department (PCCC&CNCH) have actively moved to create a clear mark in administrative reform, serving people and businesses.
Reduce administrative procedure processing time
Traveling nearly 100 km from Nghia Binh Kindergarten of Tan Ky district to Vinh city, teacher Ho Thi Thuy - Vice Principal was present at the One-Stop Department of the Fire Prevention and Rescue Police Department of the Provincial Police from the beginning of the morning working hours. Receiving the task of representing the school's Board of Directors to come here to carry out the procedures to request approval of the fire prevention and fighting plan, at first Ms. Thuy was still certain that she would have to wait at least a few working days to receive the results, so she was quite surprised when the officer on duty at the One-Stop Department said that the approval procedures would be completed within the day, even in the morning.

The young female manager shared: “Before coming, I thought that the administrative procedures would be difficult and complicated, but the reality was completely different. The attitude of the officers on duty at the One-Stop Department of the Fire Prevention and Rescue Police Department was moderate, polite, and created maximum convenience for those who came to transact. I know that in other localities, the procedure for approving fire prevention and fighting plans usually takes about 3 working days to complete, but here, efforts have been made to shorten it and resolve it within the day, helping individuals and units reduce travel and waiting time.”

Through research, it is known that in recent times, the Fire Prevention and Fighting Police Department of the Provincial Police has made efforts to promote administrative reforms in the work of fire prevention and fighting approval, shortening the time to complete procedures. For example, the unit has reduced the time to handle administrative procedures and fire prevention and fighting design approval for basic designs from 10 days (according to regulations) to 7 days; and construction site approval from 5 days to 3 working days. The solution proposed by the unit's leaders is to work overtime when necessary, while continuously improving the capacity of the team receiving and processing documents.

Another noteworthy point is that in the case of people and businesses coming to request a license to transport flammable and explosive substances and goods, when they have submitted all the required documents, instead of having to wait 10 working days, they only need to wait 3 working days. In fact, to facilitate this procedure to take place more quickly and conveniently for vehicle owners, the Fire Prevention and Rescue Police Department recommends that establishments bring their vehicles along when submitting the application, then conduct a physical inspection and issue the license on the same day when meeting the standards and requirements.
Similarly, the issuance of fire safety training certificates has been reduced from 5 days to 1 working day. For members of the fire safety team who are required to have this certificate, the staff of the Fire Prevention and Rescue Police Department has arranged for them to print and grade the test papers on the same day to promptly issue the certificates, helping them avoid "dead" time when having to wait according to "rigid" regulations.

"Choose the right person to trust"
To bring about the above noticeable changes, it is necessary to mention the attention and closeness of the leaders of the Fire Prevention and Rescue Police Department, who regularly direct the strict implementation of regulations on administrative reform, while always emphasizing the human factor in the process of performing tasks. Immediately after its establishment, the Head of the Fire Prevention and Rescue Police Department, Colonel Nguyen Ngoc Thanh signed and issued Decision No. 279/QD-PC07 dated October 8, 2018 on the regulations on the organization and operation of the Department of receiving and returning administrative procedure results in the field of fire prevention and rescue according to the "one-stop" mechanism at the unit.
In addition, the unit also replaced and posted 13 administrative procedures in the field of fire prevention and fighting at the One-Stop Department, installed a surveillance camera system from March 2019 to monitor and inspect the settlement of administrative procedures. In particular, the addresses and phone numbers of the Department of Legislation and Administrative Reform, Justice, Ministry of Public Security and Provincial Police are made public to people and businesses, to promptly receive and handle feedback and recommendations from individuals and organizations.

Discussing the work of receiving citizens, Lieutenant Colonel Nguyen Dinh Hanh - Deputy Head of the Fire Prevention and Rescue Police Department said that the unit has performed well the regular work at its One-Stop Department; at the same time, sending staff to directly participate in receiving administrative procedures in the field of fire prevention and fighting at the Investment Promotion and Support Center of Nghe An province every day.
According to Lieutenant Colonel Nguyen Dinh Hanh, the Fire Prevention and Rescue Police Department pays great attention to selecting suitable personnel, and has a policy of assigning competent people who understand and have a deep grasp of the profession so that right from the stage of receiving documents, they can provide basic instructions and explain clearly and accurately to individuals and organizations to prepare complete documents or go to the competent authority to resolve if they are not administrative procedures within the authority of the unit. At the same time, positions that regularly contact citizens must be people with a gentle, civilized, polite, enthusiastic, thoughtful, and responsible attitude when handling work for individuals and organizations, with the motto that work is not over yet, time is not over yet.

The above outstanding results in administrative reform in the field of fire prevention and fighting are evidence of the concern and search for effective and practical ways of the Fire Prevention and Fighting Police Department when implementing the regulations set forth by the Ministry of Public Security as well as Nghe An province. This is also the content that the unit has identified as a regular task, aiming to shorten the time to carry out administrative procedures, creating convenience and meeting the requirements of the people and businesses.
