Building high quality schools to help students develop comprehensively
At the beginning of the meeting, delegates gave their opinions on the Plan to pilot the construction of high-quality key high schools in Nghe An province in the period of 2019 - 2025.
According to Director of the Department of Education and Training Thai Van Thanh, the pilot project to build high schools into a number of high-quality key schools aims to build an advanced, modern and integrated model, meeting the learning needs of students and society, accessing education in countries in the region and internationally, ensuring national identity.

To build this model, the industry will initially pilot it in 14 schools (including 5 high schools and 9 middle schools).
The leader of the Department of Education and Training affirmed: "The model of high-quality key schools is developed according to the advanced school model and is completely different from the model of specialized schools and selective classes. According to the philosophy of specialized schools, they mainly teach students who are good at one specialized subject."
But in the advanced school model, students will receive a comprehensive education, know how to effectively apply knowledge to life and self-study throughout life, and have a suitable career orientation. Currently, according to calculations, the total investment cost for the pilot phase is 85,692 billion VND.

Concluding this content, Chairman of the Provincial People's Committee Thai Thanh Quy suggested that delegates need to clearly understand the concept of "pilot" to avoid concerns and questions during the implementation process. In addition, because it is in the pilot process, the Chairman of the Provincial People's Committee agrees with the Department's proposal that there should be an "open" mechanism but there must be a re-evaluation after the program is completed to continue to expand, or make necessary adjustments to suit the reality.
Chairman of the Provincial People's Committee Thai Thanh Quy also agreed with the list of schools selected for the pilot program because these are all schools with a long history of quality. However, the Chairman of the Provincial People's Committee was concerned about the investment of resources, and requested the Department to direct schools to avoid the situation of overcharging for socialized investment in school construction (especially in schools not located in the city area).

Comrade Thai Thanh Quy also agreed with the establishment of a Steering Committee to implement the Plan to build key, high-quality schools. On that basis, the Steering Committee must be responsible for approving the plan, with a roadmap for regular inspection and evaluation from now until 2025.
The Chairman of the Provincial People's Committee suggested that the Department of Education and Training should receive more opinions from departments and branches to complete the plan, paying special attention to educational innovation, improving teacher quality and paying attention to student outcomes.
At the meeting, the Chairman of the Provincial People's Committee also agreed with the draft Project on Ensuring facilities for preschool and general education programs in Nghe An province until 2025. This is also a necessary step in the current period because in the coming years, the number of students in the whole province will increase significantly, while the facilities in many schools are not guaranteed with more than 1,200 temporary borrowed classrooms. The total funding requirement to implement the project is 8,552 billion VND.

This afternoon, delegates attending the meeting also agreed with the Draft Resolution on Regulations on the content and expenditure levels for implementing the nutritional regime for coaches and high-performance athletes of Nghe An; Draft Resolution on naming streets in Nghia Dan town; Draft Decision on regulating the level of support for improving the efficiency of household livestock farming in Nghe An province, period 2019 - 2020 according to Decision No. 50/2014/QD-TTg dated September 4, 2014 of the Prime Minister.
Regarding the draft Project on Merging the management boards of investment projects for construction of civil, industrial and technical infrastructure works managed by the departments, the Chairman of the Provincial People's Committee affirmed that the merger is essential in the current period.

However, during the implementation process, it is necessary to ensure that the apparatus (director, deputy directors and functional departments) is clearly defined. More importantly, it is necessary to arrange and re-arrange the staff of the 5 current departments in a reasonable manner. Comrade Thai Thanh Quy requested that the implementation must be urgent, ensuring that it is implemented by August this year and has a transitional form.
This is also the policy of Resolution 6 of the Central Committee (term XII) and the Standing Committee of the Provincial Party Committee, so the Chairman of the Provincial People's Committee requested relevant departments, branches and sectors to implement it urgently, ensuring compliance with the set plan and roadmap.
