Recently, many localities in the province have experienced prolonged periods of hot weather combined with dry, hot southwest winds, making forest fire prevention and control, drought prevention, and livestock and poultry disease control extremely difficult. To date, 12 forest fires have occurred in the districts of Hung Nguyen, Tuong Duong, Con Cuong, Yen Thanh, Do Luong, Nam Dan, and Quynh Luu, affecting over 100 hectares of forest. In the coming period, the weather is expected to remain complex, increasing the risk of forest fires. The current forest fire risk forecast for the province is level V (extremely dangerous).


In particular, 19,000 hectares of pine forest are at high risk of fire, but only 5,000 hectares have been cleared, leaving 14,000 hectares without funding. Regarding the water situation for the 2014 summer-autumn crop production, the weather has been extremely unfavorable for agricultural production since the beginning of the year. Rainfall has only reached 114.3mm, lower than the multi-year average of 164.9mm and 42.8mm lower than the same period in 2013. Water levels in reservoirs and dams have dropped sharply, with many areas running dry. To date, 7,000 hectares of spring crops have been affected by drought, mainly areas planted with cash crops.


In the coming period, water resources for summer-autumn crop production will face many difficulties, so the drought prevention plan prioritizes releasing water from the Ban Ve and Khe Bo hydropower plants so that pumping stations can draw water from the Lam River, while also supplying the two irrigation systems in the North and South. Local authorities should strengthen propaganda and implement solutions to repair and dredge canals, and conserve irrigation water for production.

Regarding avian influenza, in the first five months of the year, the province experienced 11 outbreaks in eight districts: Dien Chau, Quynh Luu, Yen Thanh, Nghi Loc, Hoang Mai town, Nam Dan, Do Luong, and Hung Nguyen, with a total of 6,405 infected poultry that were culled; other diseases occurred sporadically and were promptly controlled…

In recent times, the prevention and control of human diseases has been complex. Measles outbreaks have occurred and cases have been recorded in all 21 districts, cities, and towns; malaria has had 27 cases, notably including 10 cases returning from Angola with the risk of spreading to the community. Currently, it is summer, and some diseases are tending to appear such as Hand, Foot and Mouth Disease, Dengue Fever, Japanese Encephalitis... Therefore, decisive disease prevention measures need to be implemented.

At the conference, leaders from relevant departments, agencies, and localities reported on forest fire prevention and control, the drought situation, and outbreaks of diseases in humans, livestock, and poultry. They also proposed solutions for effective coordination in preventing forest fires, droughts, and outbreaks of diseases in humans, livestock, poultry, crops, and animals.

Emphasis should be placed on forecasting, prevention, and preparing effective coordinated forest fire prevention and control plans, ensuring sufficient equipment, machinery, and tools to provide timely support in the event of forest fires, thereby maximizing the effectiveness of forest fire prevention and control. Furthermore, timely investigation and handling of the causes of forest fires are necessary. The agricultural sector needs to effectively implement drought mitigation plans, especially ensuring sufficient irrigation water for the summer-autumn crop season.

In the prevention and control of livestock and poultry diseases, localities should proactively vaccinate and handle outbreaks. The health sector needs to effectively implement disease prevention and control measures for the summer, ensure the availability of medicines and medical equipment for the examination and treatment of infectious diseases, and continue to implement the measles vaccination program…
