Strengthening the management and maintenance of inland waterways in accordance with legal regulations

On the afternoon of October 26, in Vinh city, the Vietnam Inland Waterways Administration held a conference on the management and regular maintenance of national inland waterways combined with the pilot work of assigning the regional Inland Waterways Port Authority under the Vietnam Inland Waterways Administration to perform the function of managing national inland waterways.

Inland Waterways Port Authority is the main agency performing specialized State management functions on transport.Water transportInland at ports, inland waterways, and anchorages to ensure compliance with legal regulations on order, traffic safety, and environmental protection.
This conference aims to improve the inspection, direction, management and implementation of tasks, thereby advising on the organizational models, functions and tasks of the regional Inland Waterways Sub-Departments and the Inland Waterways Port Authorities under the Department to aim at selecting only one unified unit to participate in the management of inland waterways, routes and the management of inland ports and wharves corresponding to the requirements of the tasks in the new period.

At the conference, representatives of the branches and port authorities contributed papers on the content related to the management and regular maintenance of national inland waterways in the localities, as well as improving the quality of training for crew members, officers managing channels, national inland waterways, etc.

On this occasion, the Vietnam Inland Waterways Administration also piloted the assignment of the Inland Waterways Port Authority of Region V to strengthen the management of infrastructure, ports, inland waterway wharves, and anchorage areas in the provinces of the Central region, first of all the provinces of Thanh Hoa, Nghe An, Quang Binh, and Quang Nam.

To meet the development needs of the unit in the new situation, the leaders of the Vietnam Inland Waterways Administration agreed to the proposal to appoint comrade Ho Van Hai - Chief Representative of the Inland Waterways Port Authority Region II to the position of Deputy Director and in charge of the Inland Waterways Port Authority Region V.
In addition, the conference also organized discussions on issues related to waterway maintenance, discussions between 3 parties: Departments under the Department, units under the Department (Port Authority I, III) and representatives of contractors in the regions.

Speaking at the conference, Mr. Bui Thien Thu - Director of Vietnam Inland Waterways Administration noted: It is necessary to pay attention and be responsible for giving opinions and building a system of legal documents, so that there is a clear legal corridor, contributing to the smooth implementation of professional work. Carry out support for acceptance, payment and disbursement for branches as well as companies in the area. It is necessary to improve coordination between departments, branches, port authorities, schools, and bidding units; to promptly remove obstacles, reduce cumbersome and overlapping administrative procedures. It is necessary to attach importance to human resource development, application of information technology, professional improvement, self-renewal as well as management and equipment work. All management, maintenance and implementation work must be carried out in accordance with the provisions of law.
