Strengthen dialogue and seek consensus among the people
(Baonghean) - In the process of leadership, direction, management and operation, many Party committees and authorities at all levels have been attaching importance to and promoting the effectiveness of dialogue activities with the people to seek consensus in implementing political tasks at each level, sector and locality.
Reduce stress, remove "hot" spots
The 72m road project passing through Hung Nguyen district is 2.8km long, with more than 400 households having their agricultural and residential land recovered, belonging to 6 hamlets of Hung Tay commune, especially 132 households having their residential land recovered and of these, 104 households belonging to 2 hamlets Vac and Nam Phuc Long will be relocated and resettled.
Although in the process of implementing compensation procedures for land acquisition and resettlement, district-level agencies have coordinated to properly and fully implement current State regulations, they have not yet created a common voice and consensus among the people.
In Vac hamlet, in addition to the request to increase compensation prices, 50 households subject to resettlement in the hamlet did not agree with the resettlement location chosen by the district and some other issues.

To solve each problem, the District Party Secretary and Chairman of the District People's Committee, and relevant parties went to the hamlets to organize many focused dialogues with the people, and went to each house to propagate to the people to clearly understand that the compensation policy is implemented on the basis of State regulations, and cannot be done otherwise; at the same time, clearly answered the location where the people requested to be resettled is within the overall planning of the VSIP Nghe An project.
In addition to clarifying prices and resettlement locations, through dialogue, the district also met some of the people's wishes, which were to continue to let them be citizens of Hung Tay commune and their children could still study at schools in Hung Tay commune, instead of moving to the town when they resettled in block 12, Hung Nguyen town; to recommend that the investor build a service road before implementing the project to ensure travel for the people; to add support for the people when they arrive at the new resettlement site.
Through dialogue, by January 2017, 100% of households in Vac hamlet had handed over their land to the project. Similarly, in Nam Phuc Long hamlet, 36/54 households have also cleared and handed over their land.
Comrade Hoang Van Phi - Secretary of Hung Nguyen District Party Committee shared that in the process of leadership, direction, management, and operation, the Party Committee and government from the district to the grassroots level pay great attention to dialogue with the people. Because through dialogue, the two sides will talk to each other more fully about the pressing issues and problems that need to be solved.
In Yen Thanh district, the management and operation of the government in all aspects of socio-economics, national defense and security have recently had many positive changes. In Trung Thanh commune, the expansion of the road from 4 m to 8 m is considered a "revolution" in the construction of new rural areas. People think that a 4 m road is wide enough to travel, and households with reduced land area do not want to support the road expansion.
However, through dialogues with the people, the commune's working groups have convinced the people to agree to support the expansion policy. Similarly, most recently, implementing the province and district's plan to clear violations of the National Highway 7B traffic safety corridor, with 1.5 km passing through the commune and 104 households violating, the locality also organized dialogues, clarifying to the people that if they voluntarily dismantled, they would be positively evaluated, but if they did not, they would be forced to do so. Thanks to that, up to now, 99/104 households have voluntarily dismantled and returned the area violating the traffic safety corridor.
Comrade Phan Van Tuyen - Chairman of Yen Thanh District People's Committee affirmed: Dialogue is a very important measure for managers and management objects to understand and implement a common issue. If a place does not care about or avoids or disregards dialogue, it is easy to "make a big deal out of a small matter", "a small mistake leads to a big problem". Through dialogue, in Yen Thanh, many complaints and denunciations were voluntarily withdrawn by citizens or accepted the results of the handling by the authorities; or related to the issue of implementing toll collection at Hom market (Dong Thanh commune), implementing Trang Ke industrial park..., which was also agreed upon by the majority of people.
Create a common voice
Dialogue in the form of large "conferences" between the heads of Party committees, authorities, sectors, agencies, units with the people, and subordinate cadres has also been strengthened and promoted recently. Typically, the Provincial Police, in less than 2 years, has deployed a series of dialogues between the Party Secretary, the Director of the Provincial Police with the Traffic Police force; with the force directly handling administrative procedures for the people; with the Commune Police force; with the Youth Union; with Women in the entire sector... Not to mention the forum "Police listen to people's opinions" is also a form of dialogue regularly conducted by the Police of districts, cities, and towns.
Lieutenant Colonel Nguyen Duc Hai - Deputy Director of the Provincial Police Department said that the most successful thing was that the Party Committee and the Board of Directors directly listened to the main sharing from the forces, not through intermediaries or through reports on difficulties and obstacles in the process of performing tasks as well as the thoughts, aspirations and recommendations of each force.
Since then, the Standing Committee of the Party Committee and the Board of Directors of the Provincial Police have issued appropriate and specific policies and instructions, especially in rectifying and overcoming existing shortcomings and limitations in each force.

For example, after dialogue with the traffic police force, the Party Committee and the Provincial Police Department Board of Directors have strengthened comprehensive and drastic direction of all aspects of the traffic police force's work; at the same time, implemented many measures and solutions to rectify etiquette, working style and attitude, creating strong changes in the entire traffic police force in the province.
Or after dialogue with the force directly handling administrative procedures for people, the Police of units and localities increased the number of days to handle administrative procedures from Monday to Saturday every week; increased the time to quickly issue ID cards at the One-Stop Department from 1 day to 3 days on Tuesday, Thursday, and Saturday every week.
Promote the issuance of free ID cards at the place of residence for the elderly, the disabled, their relatives and those who have contributed to the revolution. Shorten the time to handle administrative procedures in the fields of State management of security and order: issue ID cards within 3 days; return permanent residence registration results at the commune-level police on the same day, at the city and town police within 5 days; register temporary residence within the day...
Together with the Public Security sector, in 2017, localities also organized a pilot dialogue activity between the Chairman of the People's Council and the Chairman of the People's Committee at the commune level with the people in 63 communes. According to comrade Nguyen Duc Thanh - Head of the Democracy and Law Committee, the Provincial Fatherland Front Committee, from the initial success, the Fatherland Front at all levels also conducted an assessment to draw lessons to continue to deploy widely and regularly in the coming time.
Deputy Head of the Provincial Party Committee's Mass Mobilization Commission Phan Thanh Doai said that besides many agencies, units and leaders who are interested in dialogue activities, there are still some leaders and heads of localities and units who take lightly the contact and dialogue with the people and workers, so the problems are stuck, lingering, and causing frustration.
On the other hand, the work of inspecting and grasping the implementation of conclusions after the dialogue is still limited, so the implementation efficiency is not high. Therefore, it is necessary to conduct a preliminary review of 5 years of implementing Decision No. 2924/QD-TU, dated August 30, 2012 of Nghe An Provincial Party Committee on the Regulations on contact and dialogue with the people to continue to propose more effective solutions in the coming time.
