Immediately after conducting the review according to Central Resolution No. 4, Regiment E64 was directed by the Provincial Military Command to serve as a pilot unit, initiating dialogue activities with officers and soldiers. Dozens of opinions from soldiers acknowledged the sense of responsibility of leaders and commanders at all levels, from platoon to company and even the regiment. Some opinions reflected the need to correct the conduct of officers and soldiers, such as: the phenomenon of drinking alcohol and smoking cigarettes during duty, some officers and soldiers playing cards outside of training hours at the unit, and the "insensitive" attitude and words of the officers directly involved in training... After summarizing the feedback, the Party Committee and the regiment's command discussed solutions to rectify the situation, such as: Absolutely prohibiting gambling in the unit in all forms; strictly enforcing regulations on daily routines, television viewing time, and rest periods; Regarding the officers directly involved in training who violated regulations regarding drinking alcohol, smoking cigarettes, the regimental commander summoned them for a meeting to remind them and obtain a commitment not to repeat the offense.
Especially during training, smoking or the smell of alcohol is strictly prohibited in front of the soldiers; regarding the thoughts and aspirations of the professional soldiers training at the unit, the commander of Regiment E64 proposed a solution allowing 30% of the force to go home on weekends, but this must be done through a performance review from each platoon to company level… thus, it has met the aspirations of the soldiers while encouraging their will to strive and train to excellently complete their tasks. Lieutenant Colonel Nguyen Van Binh, Commander of Regiment E64, affirmed: To date, after implementing the issues raised in the dialogue, all activities of the regiment have become more standardized. The conduct and regulations of officers and soldiers are always maintained at a high standard, creating an exemplary training environment.
Over the past three months, the Provincial Party Committee and the Provincial Military Command have organized six democratic dialogues with officers and soldiers in various agencies and units. Lieutenant Colonel Hoang Manh Cuong, Head of the Military Command of Quynh Luu District, said: "In the recent dialogue, to ensure objectivity, the command staff were not allowed to participate. Instead, the Provincial Military Command directly listened to and compiled the opinions of the officers and soldiers. Immediately afterward, we discussed this with the Party Committee and the command so that we can promote our strengths and overcome our weaknesses."

The Provincial Military Command also organized a dialogue with officers and soldiers from various departments and divisions. During the dialogue, the Provincial Military Command clearly explained the relevant issues and assigned tasks to commanders at all levels to implement solutions to overcome weaknesses and shortcomings.
Colonel Bui Hoai Thanh, Political Commissar of the Provincial Military Command, said: “Strengthening dialogue with officers, Party members, and soldiers in units is an important solution to promote democracy in the army. Through dialogue, in addition to understanding the thoughts and feelings of officers, we organize confidence votes and accurately assess the capabilities and qualifications of leaders and commanders at all levels.”
The Provincial Military Command directed its units to seriously handle cases of disciplinary violations regarding ethics and lifestyle, such as gambling for money, unsafe performance of duties, violations of family planning regulations, failure to strictly adhere to regulations, and violations of traffic safety regulations…
Strengthening dialogues with officers and soldiers aims to both educate them on political ideology, ethics, and lifestyle, and further promote democracy within each unit. This is not only a solution to implement Resolution No. 4 of the Central Committee, but will also become a regular activity to promote democracy within units, contributing to building a strong and comprehensive armed force, and continuing to build and consolidate the image of "Uncle Ho's soldiers" among the people.
