(Baonghean.vn) - That was the direction of comrade Nguyen Thi Ha - Deputy Minister of Labor, War Invalids and Social Affairs at a working session with the People's Committee of Nghe An province on the implementation of support policies for people facing difficulties due to the Covid-19 pandemic.
On the morning of May 15, Comrade Nguyen Thi Ha - Deputy Minister of Labor, War Invalids and Social Affairs and members of the delegation inspected and supervised the implementation of Resolution No. 42/NQ-CP of the Government and Decision No. 15/2020/QD-TTg of the Prime Minister regulating the implementation of support policies for people facing difficulties due to the Covid-19 pandemic.
Working with the delegation were Mr. Bui Dinh Long - Vice Chairman of the Provincial People's Committee and representatives of the Department of Labor, Invalids and Social Affairs and a number of related departments, branches and sectors.
Difficult to determine the exact beneficiaries
Before the working session with the province, the working delegation of the Ministry of Labor, War Invalids and Social Affairs inspected the implementation in Dien Chau district. Accordingly, the whole district has now paid the first subsidy to meritorious people in 37/37 communes and towns with more than 6,700 beneficiaries and a total budget of more than 10 billion VND. In addition, there are still 27,000 beneficiaries of social protection and poor and near-poor households that have not been paid with a total amount of about 29 billion VND.

Across the province, according to the Department of Labor, War Invalids and Social Affairs, there are currently 637,064 beneficiaries receiving support with a total amount of more than 609 billion VND. Nghe An has issued 2 payments with a total amount of nearly 300 billion VND.

In addition, the review of a number of subjects, especially freelance workers and workers whose contracts are temporarily suspended, is still facing many difficulties.
For example, employees who temporarily suspend their labor contracts or take unpaid leave. Currently, according to regulations, the condition for receiving support is that employees lose their jobs at businesses that have no revenue or no financial resources to pay salaries. However, in reality, due to the impact of the epidemic, some businesses have agreed with employees to temporarily suspend their leave without pay but still maintain production and business activities and still have revenue.
Or, according to regulations, employees who temporarily suspend their labor contracts or take unpaid leave are entitled to receive support through their employee accounts. However, in cases where employees do not have an account to receive support, there are no other specific regulations or instructions...

Timely, targeted and avoid policy exploitation
Speaking at the meeting, Comrade Bui Dinh Long - Vice Chairman of the Provincial People's Committee affirmed: In recent times, Nghe An authorities at all levels have actively participated in reviewing and promptly paying to many subjects and creating trust among the masses.
Faced with current difficulties, he also hopes that the Ministry of Labor, War Invalids and Social Affairs will soon consult with the Government to work with localities to resolve the problems, especially to support funding for special provinces such as Nghe An.

The Deputy Minister of Labor, War Invalids and Social Affairs also shared the difficulties of Nghe An province. Therefore, in its role, the Ministry will be responsible for reporting to the Government for support solutions. In addition, in the coming time, the Deputy Minister suggested that the province needs to strengthen supervision at the grassroots level so that the implementation is effective, targeted, objective, transparent and does not allow policy exploitation.
