Strengthening the effectiveness of foreign information work, propaganda on seas, islands, and border demarcation and marker planting

According to comrade Pham Van Linh, Deputy Head of the Central Propaganda Department, in 2017, the work of foreign information, propaganda on seas, islands and border demarcation and marker planting needs to focus on a number of key tasks on the basis of thoroughly understanding the guidelines, viewpoints and foreign policies of our Party and State; continue to perfect the organization, direction mechanism and coordination among propaganda forces in a comprehensive and synchronous manner; continue to innovate and diversify the content, forms, methods and language of propaganda; proactively orient public opinion, while further improving the effectiveness of the work of combating and refuting false information and distorted arguments of opportunistic and hostile forces.

On January 18, in Hanoi, the Central Propaganda Department coordinated with the Central Steering Committee for External Information Work to organize a national conference to review external information work; propaganda on seas, islands, demarcation and marker planting in 2016; and deploy tasks for 2017.

Comrade Vo Van Phuong, member of the Party Central Committee, Deputy Head of the Central Propaganda Department; Comrade Pham Van Linh, Deputy Head of the Central Propaganda Department chaired the Conference.

Attending the conference were more than 600 delegates representing leaders of departments, ministries, branches, socio-political organizations; representatives of leaders of provinces and cities nationwide and press and media agencies.

2016 is the first year of implementing the Resolution of the 12th National Party Congress, in the complicated context of the world and regional situation; the work of foreign information, propaganda on sea, islands and demarcation and marker planting has achieved important results in propagating the Party's guidelines and policies, the State's policies and laws, the country's innovation achievements, introducing and promoting the image of the country, culture, Vietnamese people, border issues, territory, sea, islands, demarcation and marker planting.

In addition, continue to raise awareness, sense of responsibility, strengthen the trust and support of the masses and overseas Vietnamese for the leadership of the Party, policies and solutions of the Government on important issues of the country. Fight against false information and distorted arguments of hostile forces, thereby contributing to gaining the sympathy and support of the international community and our overseas Vietnamese, creating favorable conditions for socio-economic development, maintaining political stability, national security, firmly protecting independence, sovereignty and territorial integrity, enhancing the country's position in the region and the world.

Along with the basic and important results achieved, the Conference pointed out the limitations and weaknesses that need to be focused on and overcome, such as: Foreign information work, propaganda on seas and islands, and demarcation and marker planting have not yet promoted the combined strength of the entire political system. The coordination mechanism for providing information between the Central and local levels, between units in localities is sometimes lacking in synchronization, so the effectiveness of operations is still not high. The content and form of propaganda are still not really rich, effective, convincing, and suitable for different audiences. Many newspapers, especially online newspapers, exploit information from foreign press sources, on social networks, information that is unverified and politically insensitive. The work of speaking in many localities and units still has loopholes, which are easily exploited by opportunistic and hostile forces to propagate and sabotage.

In his concluding remarks at the Conference, Comrade Pham Van Linh - Deputy Head of the Central Propaganda Department praised the efforts of all levels, sectors, localities and units in enhancing foreign information activities; promoting sea and island propaganda and demarcation, and planting markers, contributing significantly to creating a peaceful and stable environment and favorable conditions for national development.

In 2017, the domestic situation has advantages, difficulties and challenges intertwined. The international, regional and East Sea situations are forecast to continue to have complex and unpredictable developments. In that context, foreign information work, propaganda on seas, islands and border demarcation and marker planting need to focus on a number of key tasks on the basis of thoroughly understanding the guidelines, viewpoints and foreign policies of our Party and State; continue to perfect the organization, direction mechanism and coordination among propaganda forces in a comprehensive and synchronous manner; continue to innovate and diversify the content, forms, methods and languages ​​of propaganda; proactively orient public opinion, while further improving the effectiveness of the work of combating and refuting false information and distorted arguments of opportunistic and hostile forces.

Continue to promote the propaganda of Vietnam's viewpoints and stance on resolving the East Sea issue by peaceful means, on the basis of international law; further seek the sympathy and support of the international community and overseas Vietnamese for the Party's guidelines and policies, the State's policies and laws, contributing to creating a favorable domestic and international environment to firmly protect the sovereignty of borders, territories, seas and islands, maintain peace and stability, proactively and actively integrate into the international community, develop the country, and enhance Vietnam's position and prestige in the region and the world.

At the Conference, the Central Propaganda Department awarded Certificates of Merit to 27 groups and 9 individuals with outstanding achievements in foreign information work; propaganda on seas, islands and border demarcation and marker planting in 2016.
