Strengthening quality control of plant varieties, livestock, fertilizers and pesticides
(Baonghean.vn) - Voters petitioned that counterfeit and poor quality goods are currently rampant, and requested that authorities strengthen inspection of the quality of plant varieties, animals, fertilizers and pesticides in the area.

Every year, before the start of each production season, the Department of Agriculture and Rural Development establishes inspection teams to inspect seed and fertilizer production and trading establishments in implementing legal regulations on production and trading conditions, seed testing and inspection, quarantine and transportation, quality declaration, conformity and conformity declaration according to current regulations (in the Decisions of the Provincial People's Committee: No. 67/2009/QD-UBND dated July 27, 2009 on promulgating regulations on quality management of agricultural plant varieties in Nghe An province; Decision No. 35/2015\QD-UBND dated May 28, 2015 promulgating regulations on Fertilizer Management in Nghe An province; Decision No. 20/2016/QD-UBND dated February 25, 2016 stipulating amendments to a number of articles of Decision No. 35/2015/QD-UBND issued regulations on fertilizer management in Nghe An province...) to promptly rectify and strictly handle administrative violations in the production and trading of seeds and fertilizers in the area.

In addition, the Department of Agriculture and Rural Development is continuing to implement the contents of Circular No. 14/2011/TT-BNNPTNT dated March 29, 2011 of the Ministry of Agriculture and Rural Development and related documents on the inspection, assessment and classification of seed production and trading establishments. On that basis, it recommends that competent authorities suspend or revoke business registration certificates for establishments that do not meet the requirements.
- For pesticides
Currently, there are 650 pesticide trading establishments in Nghe An province. Before 2015, these establishments were licensed and operated in accordance with the provisions of the law. By 2015, when the Law on Plant Protection came into effect (stipulating that pesticide trading establishments must have a certificate of eligibility to operate), the above 650 establishments did not have a certificate of eligibility and had to stop trading pesticides. However, at first, due to the lack of sub-law guidance documents, the issuance of certificates of eligibility to pesticide trading establishments encountered some difficulties. The Plant Protection Department did not have a basis to issue certificates of eligibility to trade pesticides to organizations and individuals, so there was a situation where some small businesses without a license still sold pesticides.

After the issuance of Circular No. 21/2015 dated June 18, 2015 of the Ministry of Agriculture and Rural Development guiding the implementation of the Plant Protection Law, the Department of Agriculture and Rural Development has directed the Plant Protection Sub-Department to organize guidance and issue certificates of eligibility to 50 organizations and individuals trading in plant protection drugs and is currently propagating and guiding the remaining establishments to complete the necessary procedures to issue certificates. Any establishment that does not meet the conditions will suspend its business activities and notify the localities (People's Committees of districts, cities, towns, and communes) to coordinate in management work.

In reality, the production and trading of agricultural materials is a complex field with many participants and a wide area of operation, so management and inspection work requires close coordination between all levels and sectors to achieve high efficiency.
-Animal breed quality testing
Pursuant to Decision No. 73/2012/QD-UBND, dated October 8, 2012 of the Provincial People's Committee on promulgating regulations on management of livestock production and trading in Nghe An province, every year the Department of Agriculture and Rural Development organizes the dissemination of documents on livestock breed management to districts, specialized units, farms, breeding facilities...; organizes inspections of disease situations, acceptance of breeding quality for farms, breeding facilities, and project programs to provide breeding animals of guaranteed quality before handing over to people and localities.

At the same time, build and manage well the breeding facilities of beekeepers, original breeds (foreign pigs, Mong Cai pigs, Bau Quy ducks, Black chickens...) and preserve gene pools (Yellow cows, H'mong cows)....
