Strengthening coordination in handling corruption cases

On the afternoon of August 10, in Hanoi, a coordination conference between the Central Internal Affairs Commission and the Ministry of Justice took place.

On behalf of the Party Executive Committee and the leadership of the Ministry of Justice, Deputy Minister Tran Tien Dung reported an overview of the Ministry's general work in the first 7 months of 2016 and key tasks for the last months of 2016.

Accordingly, the Ministry of Justice has promptly and comprehensively implemented the work, focusing on key points, closely following the work programs and plans, resolutions and directions of the Party, National Assembly, Government and political tasks of each locality.

The tasks of the Ministry of Justice were carried out with quality and progress compared to the programs and plans set out at the beginning of the year; some aspects of work had positive changes and achieved high results.

Referring to the work related to the internal affairs sector, Deputy Minister Tran Tien Dung said that the work of enforcing civil judgments (CJJ) in criminal matters is focused on, especially in corruption cases.

The Ministry of Justice has issued documents to guide and direct the settlement of each specific case (such as the Vinashin and Vinalines cases...), organized a meeting of the Central interdisciplinary agencies to unify the direction for the settlement of each case (such as the Dak Lak Investment and Development Bank case...); at the same time, directed the THADS System to develop a plan to settle key cases. The work of preventing and combating negativity and corruption in THADS has also been focused on.

In the work of judicial support, in the process of resolving a number of typical corruption cases, the Ministry of Justice promptly provided information on the organization and activities of judicial appraisal, proposed to the Central Internal Affairs Committee to consider and take measures to remove obstacles and difficulties to serve the direction of resolving a number of major corruption cases, typical of the Central Steering Committee for Anti-Corruption...

However, in addition to the achieved results, the handling of assets related to corruption cases has encountered many difficulties; judicial appraisal has not really met practical requirements, especially in the trial of corruption and economic cases; the position of Secretary of the Party Committee of the Vietnam Bar Federation has not been fully completed...

At the Conference, some opinions suggested that the Central Internal Affairs Committee propose to the Central Steering Committee on Anti-Corruption to soon direct the establishment of an inter-sectoral coordination council on judicial expertise to advise on removing obstacles in judicial expertise in directing and resolving corruption cases; recommend that the Central Internal Affairs Committee, in the process of supervising corruption and economic cases, take measures to trace assets and recover them for the State budget...

Speaking at the Conference, Minister of Justice Le Thanh Long agreed to develop regulations for coordination between the two agencies and institutionalize the agreed areas of coordination.

The Minister proposed that the Central Internal Affairs Commission continue to monitor and provide opinions on the work of the Ministry and the Justice sector; study the organization of a number of interdisciplinary monitoring delegations chaired by the Central Internal Affairs Commission on a number of civil judgment enforcement cases related to corruption, credit, banking or complicated and prolonged cases.

Head of the Central Internal Affairs Commission Phan Dinh Trac requested the Ministry of Justice to study and advise on measures to handle cases of violations of anti-corruption regulations that have not yet been criminally prosecuted; advise on developing regulations on anti-corruption in amending and supplementing the Law on Anti-Corruption; strengthen direction to further improve the effectiveness and efficiency of civil judgment enforcement.../.
