(baonghean.vn) - On the morning of October 27th, Mr. Nguyen Xuan Duong – Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee – held a working session with the Department of Natural Resources and Environment to inspect and evaluate the department's performance from the beginning of the term to the present; and to discuss solutions for the remainder of the 2010-2015 term.

Accompanying the Chairman of the Provincial People's Committee were Mr. Dinh Viet Hong - Vice Chairman of the Provincial People's Committee; and leaders of provincial departments and agencies.

As the provincial agency responsible for advising on the field of natural resources and environment, in 2013 and the first nine months of 2014, the Department of Natural Resources and Environment advised the Provincial People's Committee to issue 45 legal documents. These included 12 documents on land management and 21 documents on land price lists for 2014. The Department also advised the Provincial People's Committee on the issuance and implementation of directives and decisions to strengthen the management of mineral activities in the province; and promptly advised on the replacement of legal documents in accordance with the 2013 Land Law.

The Director of the Department of Natural Resources and Environment reported at the meeting.

The Department also focused on completing the provincial-level land use plan and reviewing various sectoral and field plans, serving as a basis for managing and investing in the socio-economic development of the province. It actively directed the implementation of the initial land use right issuance according to Resolution 30 of the National Assembly and Directive No. 1474/CT-TTg of the Prime Minister, with 1,312,613 land use right certificates issued covering 921,232.77 hectares, reaching 89.63% of the total area to be granted (exceeding the target set by the Ministry of Natural Resources and Environment by 4.63%).

Specifically, the rate of land use right certificates issued for urban residential land reached 93.20%; rural residential land 88.62%; forestry land 90.74%; and agricultural production land 87.84%. The work of land consolidation and exchange, as directed by Directive 08/CT-TU dated May 8, 2012 of the Provincial Party Committee, exceeded the plan for 251 communes/213 communes. Activities related to mineral exploitation and environmental control also showed positive progress, with no hotspots arising. The Department promptly advised on and resolved difficulties and obstacles regarding compensation and land clearance for key projects such as National Highway 1A; the Vinh – Cua Lo Boulevard; the Ton Hoa Sen project; the Nguyen Kim Supermarket project; Becamex, etc. Inspection, auditing, and handling of complaints and denunciations related to natural resources and the environment received due attention.

During the working session, Vice Chairman of the Provincial People's Committee Dinh Viet Hong and leaders of various departments and agencies contributed opinions, assessed the effectiveness of operations, and analyzed and clarified areas and tasks in the field of natural resources and environment that have not met requirements. They also recommended that the Department of Natural Resources and Environment continue to strengthen and promote its work to achieve higher efficiency in the future, especially in the management of mineral resources; resolving land issues in agricultural and forestry farms, the Youth Volunteer Brigade for Economic Development; handling complaints and denunciations related to land; and reforming administrative procedures in the field of natural resources and environment.

In conclusion, Chairman of the Provincial People's Committee Nguyen Xuan Duong highly appreciated the effectiveness of the department's work in various fields over the past period. He requested the Department of Natural Resources and Environment to adhere to newly enacted laws such as the Land Law, the Mineral Law, and the Maritime Law... to continue advising the Provincial People's Committee on legal documents for effective implementation. He also urged the Department to strengthen the dissemination of laws and legal documents to raise awareness and compliance with the law among the people, organizations, and businesses; and to complete the 2015 district-level land use plan and the 2015 land price list for the province.

The Chairman of the Provincial People's Committee emphasized that the Department needs to focus on "post-inspection" of the implementation of legal documents; proactively conduct inspections and promptly handle issues related to land management, mineral exploitation, and environmental protection, limiting "hot spots". It should accelerate administrative procedure reform, especially in the licensing and leasing of land to businesses, as well as resolving obstacles at the grassroots level and urging the resolution of emerging issues related to natural resources and the environment at the district level. It should direct the handling of environmental pollution issues at production and business establishments; pesticide residue sites in the province; and land allocation for projects that are not implemented or are implemented slowly. It should continue to carry out the department's tasks according to the 2014 plan and the tasks assigned by the Chairman of the Provincial People's Committee. It should effectively coordinate with other departments, agencies, and district-level authorities in resolving natural resources and environmental issues. Emphasis was placed on building strong unity and collaboration within the Department's Board of Directors and the team of officials and employees; enhancing a sense of responsibility and public service ethics; and strengthening administrative discipline. Comrade Nguyen Xuan Duong also clarified the issues proposed by the Department of Natural Resources and Environment, agreeing with some of the contents and instructing relevant departments and agencies to create favorable conditions for the Department to better fulfill its tasks in the future.
