Strengthening inspection of copyright violations and spam messages

At the 70th anniversary of the Traditional Day of the Vietnamese Inspectorate (November 23, 1945 - November 23, 2015) organized by the Inspectorate of the Ministry of Information and Communications in Hanoi, Minister of Information and Communications Nguyen Bac Son requested the Inspectorate of the Ministry to study and propose advice on building and perfecting institutions on inspection, handling complaints and denunciations.

According to Minister Nguyen Bac Son, in addition to proactively conducting planned inspections and keeping a close eye on the situation, inspections need to be sudden, timely, and focus on areas prone to violations and causing much resentment in society, such as electronic information, illegal publishing, management of prepaid mobile subscribers, spam messages, and scam messages.

Each officer and Inspector of the information and communication sector needs to actively cultivate and train their moral qualities and strong political will, regularly study and improve their professional qualifications and skills, strive to excellently complete assigned tasks, worthy of the trust of the Party, the State and the love of the people.

Along with doing a good job of receiving and resolving complaints and denunciations, and receiving citizens in accordance with the law, the Inspectorate of the Ministry of Information and Communications needs to closely coordinate with central and local agencies to proactively and promptly handle arising problems; continue to strengthen the organizational apparatus, have synchronous solutions, and take more drastic measures to create a clear change in the work of preventing and combating corruption.

The Minister of Information and Communications noted that with the strong development of science and technology, many subjects have taken advantage of legal gaps to commit increasingly sophisticated violations of the law.

The situation of spreading spam messages, scam messages, not strictly implementing regulations on managing prepaid mobile subscribers, providing electronic games that violate public morals, negatively affecting the psychology of students; and taking advantage of the network environment to carry out prohibited acts are still pressing social issues.

Cyber ​​attacks and malware spreading from foreign servers are on the rise. Some media agencies stray from their mission and goals, writing sensational articles to attract readers and reporting false information; some journalists violate copyright, copy and paste from other articles into their own products.

Some organizations and individuals take advantage of democratic freedom, blogs and forums to regularly post and write articles that distort and contradict the policies and guidelines of the Party and State; provide one-sided, unverified information, causing confusion among the public...

The above situations show that the roles and tasks placed on the shoulders of inspectors are becoming more and more complicated and burdensome. Especially in the current period, the legal environment is always adjusted and improved to suit the reality; new methods and violations are always arising, requiring inspectors to update promptly to better serve the work of law enforcement./.
