Strengthening thematic contact with voters on "hot" areas and issues

The two sides will also continue to coordinate in implementing the resolutions of the Provincial People's Council; coordinate in organizing the monitoring activities of the Standing Committee and the Provincial People's Council Committees as well as resolving and responding to recommendations after monitoring; coordinate in meeting voters, resolving and responding to recommendations and feedback from voters, resolving petitions, complaints and denunciations from citizens, etc.

Some delegates also emphasized some issues that need more attention. Citing some draft resolutions submitted to the Provincial People's Council that were not well prepared, did not follow the correct procedures and did not ensure complete documentation, Vice Chairman of the Provincial People's Council Hoang Viet Duong requested the Provincial People's Committee to resolutely direct the correction of this issue.

Besides, according to comrade Hoang Viet Duong, the settlement and response to voters' opinions and suggestions, complaints and denunciations of citizens and supervision recommendations of the Standing Committee and the Provincial People's Council Committees have issues and contents that are not timely, so it is necessary to improve the quality.

Referring to another perspective, Vice Chairwoman of the Provincial People's Council Cao Thi Hien recommended that the Provincial People's Committee should limit the proposal of contents requiring the opinion of the Provincial People's Council arising between two sessions. Because currently, according to the Law on Organization of Local Government, there is no regulation on the Provincial People's Council authorizing the Standing Committee to resolve issues arising between two sessions of the Provincial People's Council.

Admitting that there are still some departments and branches that are not interested in and are vague about the process of preparing draft resolutions to submit to the Provincial People's Council, so some draft resolutions are submitted late in terms of required time or the process of documents and procedures is not guaranteed, Standing Vice Chairman of the Provincial People's Committee Le Xuan Dai also agreed to make corrections in the coming time.

At the same time, it is recommended that the Standing Committee of the Provincial People's Council share and be flexible in resolving issues arising between the two sessions to meet the requirements of socio-economic management, promptly issue mechanisms and policies, and serve the common tasks of the province.

Many opinions also suggested that the two sides need to coordinate so that the Standing Committee of the Provincial People's Council can increase contact with voters on thematic areas and "hot" points that voters are interested in and concerned about, in order to fully grasp information and have timely solutions. The two sides will also increase information exchange on complicated and prolonged issues of resolving citizens' complaints and denunciations; issues that voters have repeatedly requested but have not been resolved, in order to propose effective solutions...

Concluding the meeting, in addition to highly appreciating the effectiveness of coordination between the two agencies in 2017, Comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council suggested that the two sides need to overcome the limitations and shortcomings of the past time to continue to coordinate better and more effectively in 2018.

Comrade Nguyen Xuan Son emphasized: The Provincial People's Council is actively implementing the project to improve the quality of the Provincial People's Council's activities, so he requested the Provincial People's Committee to coordinate so that the Provincial People's Council can perform its functions well, contributing to improving the quality of activities of not only the Provincial People's Council but also the Provincial People's Committee. In particular, pay attention to coordinating to improve the quality and progress of implementing the conclusions of supervision, questioning and resolving voters' recommendations; improve the quality of issuing resolutions and promptly implementing resolutions into life.

To improve the quality of voter contact, the Chairman of the Provincial People's Council requested that the Provincial People's Committee pay attention to providing full socio-economic information as well as mechanisms and policies of the province in general and related to each locality in particular to the Provincial People's Council delegates before each voter contact session, and each delegate also needs to strive, research, and fully grasp information to be able to directly answer issues of concern to voters...
