(Baonghean.vn) - Nghe An Provincial People's Committee has just issued Plan No. 61/KH-UBND dated January 24, 2024 on implementing anti-corruption and anti-negativity work in 2024.
Accordingly, The Provincial People's Committee requests:
- Synchronously and effectively implement the State's guidelines, policies and laws on anti-corruption, especially Conclusion No. 10-KL/TW dated December 26, 2016 of the Politburo on continuing to implement Resolution of the 10th Central Committee on strengthening the Party's leadership in anti-corruption work; Conclusion No. 12-KL/TW dated April 6, 2022 of the Politburo on continuing to strengthen the Party's leadership in anti-corruption work; the Anti-corruption Law and Decrees and Circulars guiding its implementation.
- Heads of agencies, units and localities are responsible for directing and organizing the implementation of anti-corruption work extensively to each cadre, civil servant, public employee and party member in affiliated agencies and units; developing annual anti-corruption plans in a detailed and specific manner, suitable to the actual situation of the locality to organize effective implementation, in accordance with assigned responsibilities and tasks.
Directing subordinate agencies and units to develop annual anti-corruption plans. Heads of agencies and units must be exemplary and take the lead in implementation; promptly detect and strictly handle organizations and individuals who violate the law.
- All levels and sectors, according to their functions and tasks, shall review and systematize legal documents on socio-economic management and anti-corruption. In particular, focusing on areas prone to corruption and negativity such as: personnel organization, financial management, budget, public assets, management of state capital invested in enterprises, investment, construction, bidding, auction; land, resources, minerals; credit, banking; tax, customs and other areas directly related to people and enterprises...
- In the process of performing their functions and tasks, the agencies with the functions of inspection, examination, investigation, prosecution, trial and execution of judgments must promptly detect limitations and inadequacies in the management mechanism, policies and laws to recommend competent authorities to amend and supplement them accordingly.
-Localities and units continue to promote and improve the quality and effectiveness of propaganda and education work, raise awareness and responsibility, persistently build a culture of thrift, integrity, and non-corruption and negativity among cadres, party members and people; promote the exemplary, resolute, and consistent actions of leaders and collective leaders at all levels, sectors, agencies, organizations, units and localities in preventing and combating corruption.
- The Provincial People's Committee also requested timely, synchronous and effective implementation of solutions to prevent and combat corruption, including:
* For pPreventing corruption in state agencies, organizations and units:
+Implement publicity and transparency in the activities of agencies, organizations and units.Heads of agencies, organizations and units are responsible for publicizing and being transparent about the organization and operation of their agencies and units; except for contents that are state secrets, business secrets and other contents as prescribed by law. In addition to the form of publicization as prescribed by the Law on Anti-Corruption, localities and units must choose an additional form of publicization on the unit's electronic information portal.
+The Department of Finance shall continue to research, review, advise the Provincial People's Committee to amend, supplement, issue new documents or recommend the Provincial People's Council to issue documents on regimes, norms, and standards in the management and use of State budget funds and public assets according to current regulations.
Localities and units using the State budget must strictly implement current regulations on regimes, norms and standards; regularly review, organize the development, amendment and supplementation of regulations on norms, standards and regimes under the authority of the Provincial People's Council and Provincial People's Committee; develop internal spending regulations to apply in their units.
Construction must be carried out according to the principles of publicity, democracy and in accordance with the prescribed regime, norms and standards to ensure the agency operates effectively.
+ Regarding the implementation of the code of conduct and regulations on receiving and giving gifts, the plan clearly states: people with positions and powers are not allowed to use public finance or public assets as gifts, except for giving gifts for charitable purposes, foreign affairs and in other necessary cases as prescribed by law; are not allowed to directly or indirectly receive gifts in any form from agencies, organizations, units or individuals related to the work they handle or under their management.
+ AboutControlling conflicts of interest: Agencies, organizations and units shall direct the implementation of legal provisions on conflicts of interest; identify signs of conflicts of interest as prescribed in Article 29, Decree No. 59/ND-CP dated July 1, 2019 of the Government. Annually issue documents directing the review of conflicts of interest; strictly implement the regime of information, reporting and handling information and reports on conflicts of interest.

The Provincial Inspectorate is responsible for advising the Provincial People's Committee to direct, guide and urge localities and units to declare and make assets transparent; develop a plan to verify assets and income and organize the verification of assets and income according to the provisions of law.
+ Regarding administrative reform and innovation in management technology: Agencies, organizations and units, within the scope of their tasks and powers, are responsible for: publicizing and guiding administrative procedures, simplifying and reducing procedures for direct contact with agencies, organizations, units and individuals when handling work; strengthening inspection and supervision of the performance of tasks, public services, management and use of public finance and public assets; building and improving the quality of cadres, civil servants and public employees; regulating job positions in their agencies, organizations and units and performing other tasks on administrative reform.
+ Regarding payment methods: Agencies, organizations and units must make non-cash payments for large-value revenues and expenditures in localities that meet infrastructure conditions for making non-cash payments according to Government regulations; salaries, bonuses and other regular expenses.

At the same time, clearly define and handle the responsibilities of the head and deputy head when corruption and negativity occur in the unit.
