Increase the price of domestic waste treatment services using sanitary landfill technology

The increasing amount of household waste and the overload at times is always a source of frustration for people because of the polluted environment and the uncivilized and unsanitary urban landscape. However, in reality, in Vinh city, Cua Lo town, Nghi Loc and Dien Chau districts, waste is treated quite well, quickly and rarely accumulates during the day.

It is a great effort of all levels of budget, local government and the staff of Nghe An Urban Environment and Construction Joint Stock Company; especially in the conditions of reduced population, high prices but low waste treatment costs.

According to Decision No. 4563/QD-UBND dated October 10, 2013, the price for waste treatment is 77,000 VND/ton. According to the Department of Finance's assessment, after nearly 8 years of applying the unit price in the above Decision, the factors constituting the price for landfill treatment have fluctuated greatly, especially the price of machinery, fuel, labor, materials and some other factors, so the price needs to be adjusted.

According to Table 8, Part II, Decision No. 1354/QD-BXD dated December 29, 2017 of the Ministry of Construction on the announcement of construction investment capital rates and levelssolid waste treatment costsThe regulation on the cost of treatment of domestic solid waste treatment facilities using sanitary landfill technology with a capacity of 300 to 800 tons/day (excluding depreciation for landfill investment) is 90,000 - 110,000 VND/ton. Thus, the price of domestic waste treatment services using sanitary landfill technology as prescribed in Decision No. 4563/QD-UBND is still low and needs to be adjusted.

Previously, implementing the conclusion of the Party Committee of the Provincial People's Committee at the meeting to listen and give opinions on March 24, 2021, requesting to correctly calculate the full cost of the price of domestic waste treatment services using sanitary landfill technology for Nghe An Urban Environment and Construction Joint Stock Company, the Department of Finance issued Official Dispatch No. 924 dated March 31, 2020 requesting the People's Committees of the districts: Nghi Loc, Dien Chau; Cua Lo town and Vinh city to give their opinions on the price plan that the Department of Finance has calculated and proactively balance and arrange the budget to pay according to the price of domestic waste treatment services using sanitary landfill technology including value added tax (10% with a price of 90,000 VND/ton). Up to now, according to the feedback from the People's Committees of districts and cities, all agencies agree with the proposal of the Department of Finance. Thus, along with the legal basis, price adjustment is necessary.
