Increase the minimum wage for businesses in 2013.

The Ministry of Labour, Invalids and Social Affairs has recently issued a document requesting localities to gather opinions on "the plan to adjust the regional minimum wage for 2013 in various types of businesses".

Accordingly, there are two options for adjusting the regional minimum wage applicable to businesses in 2013.

Option 1: Adjust the regional minimum wage according to the roadmap submitted to the Central Committee, with an average increase of approximately 36% across the four regions, specifically:

Region 1: 2,700,000 VND/month; Region 2: 2,400,000 VND/month; Region 3: 2,130,000 VND/month; Region 4: 1,930,000 VND/month.

Option 2: Based on the actual production and business situation of enterprises in 2012, which faced many difficulties, the minimum wage would be adjusted to approximately 90% of Option 1, with an average increase of about 25% across the four regions, the highest being Region 1 at 2,500,000 VND/month.

Both proposed regional basic salary levels are higher than the regional basic salary levels applied from October 1, 2011 to December 31, 2012, by 500,000 - 700,000 VND/month for businesses operating in Region 1, meeting the minimum wage requirements.

However, Option 1 would be disadvantageous to small and medium-sized enterprises that were already facing many difficulties in their production and business operations in 2012.

The government will announce adjustments to the regional minimum wage for businesses in October 2012, effective from January 1, 2013.
