(Baonghean.vn) - At the meeting to review the resolution of the Legal Committee of the Provincial People's Council, delegates commented that the content of the draft resolution emphasized the task and role of drafting legal documents.

On the afternoon of November 7th, the Legal Affairs Committee of the Provincial People's Council held a meeting to review several draft resolutions. Attending the meeting were: Mr. Nguyen Nam Dinh - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Council; leaders and members of the Legal Affairs Committee of the Provincial People's Council; representatives of the Provincial People's Committee; and representatives of the leaders of the Departments of Justice, Finance, and Public Security of the province.

Increase spending on drafting legal documents.

At the meeting, delegates provided feedback on the draft Resolution stipulating the allocation of state budget funds to ensure the drafting of legal documents and the improvement of the legal system in Nghe An province.

The delegates unanimously agreed that the process of drafting legal regulations is complex and requires significant intellectual effort. Therefore, the draft Resolution prioritizes the task and role of this activity. The draft closely adheres to Circular 42 of the Ministry of Finance, ensuring adequate resource investment and addressing difficulties to effectively carry out the tasks of improving the effectiveness and efficiency of lawmaking, law enforcement, and the completion of the local legal system.

According to the Director of the Department of Justice, compared to Resolution 03/2017 of the Provincial People's Council, this draft resolution proposes a budget increase of nearly three times.

The draft Resolution focuses on the following key contents: The allocation of funds to ensure the work of drafting legal documents and improving the legal system will be based on the activities, expenditure items, and expenditure levels stipulated in Circular No. 42/2022 of the Ministry of Finance; Funding for the appraisal and verification of proposals for drafting legal documents and draft legal documents (including expenses for meetings, comments, reports, and other work related to appraisal and verification).

Furthermore, based on available funding, if necessary, the head of the agency or unit in charge may arrange and allocate funds from the agency's or unit's regular budget to support related activities in the process of drafting legal documents and improving the legal system.

We agree with the proposed amendments and additions to Resolution 13/2020 of the Provincial People's Council.

During the review session, delegates also gave their opinions on the Draft Resolution amending and supplementing a number of articles of Resolution No. 13 of the Provincial People's Council stipulating the level of regular support for the positions of Team Leader and Deputy Team Leader of the civil defense team and equipping fire prevention and fighting equipment for the civil defense team in Nghe An province in the period 2021 - 2025.

Delegates commented that the draft resolution was comprehensive, meticulously prepared, and included reasonable adjustments.

According to Resolution 13/2020-HĐND, the current monthly allowance for team leaders and deputy team leaders of civil defense teams in Nghe An province is lower than the minimum level stipulated by the Government. While the draft resolution proposes a more appropriate allowance, delegates noted a disparity between different regions. They argued that the same task is being performed under different levels of authority. Therefore, delegates suggested that the resolution should be based on the specific characteristics of the province, ensuring balance and avoiding excessive regional disparities.

There is a consensus that investing in fire prevention and fighting is an investment in the sustainable development of the province. Local support policies are consistent with the practical realities of fire prevention and fighting; ensure compliance with legal regulations on regimes, policies, and budget laws; and ensure the ability to balance the province's budget resources.

The projected monthly regular support budget for team leaders and deputy team leaders of civil defense teams throughout the province is 18,962,611,200 VND, an increase of 5,091,691,200 VND compared to the implementation roadmap of Resolution 13/2020 of the Provincial People's Council for the period 2023-2025.

Furthermore, the meeting agreed on the option of amending and supplementing Resolution 13/2020-HĐND, instead of drafting a completely new resolution. The issuance of a resolution amending and supplementing certain articles of Resolution 13 is necessary, consistent with current legal regulations, and aims to better meet the requirements of fire prevention, firefighting, and rescue work at the local level.
